Overview
SIST EN 16156:2024 - Cigarettes: Assessment of the Ignition Propensity - Safety Requirement is an international standard developed by the Slovenian Institute for Standardization (SIST) and aligned with EN 16156:2024. This standard sets out the fire safety requirements for cigarettes, ensuring reduced ignition propensity and supporting consumer protection.
The primary aim of this standard is to specify criteria and test methods for assessing how likely cigarettes are to ignite materials, thereby reducing fire risks associated with unattended smoking products. SIST EN 16156:2024 also supports compliance with EU safety legislation, in particular the General Product Safety Regulation 2023/988/EC.
Key Topics
Ignition Propensity Assessment
The standard establishes a clear assessment method for determining the likelihood of cigarettes igniting substrates, referencing the recognized method described in EN ISO 12863.Safety Requirements
It mandates that no more than 25% of a tested batch of cigarette specimens may burn through their full length when tested on standard substrate, such as 10 layers of filter paper. This benchmark helps ensure that cigarettes self-extinguish rather than causing fires.Terminology
Definitions for terms such as "cigarette with reduced ignition propensity," "full-length burn," and "batch of cigarette specimens" are standardized, reducing ambiguity in testing and regulatory communication.Regulatory Alignment
SIST EN 16156:2024 is closely linked with EU legislation, ensuring that products tested and developed according to this standard are presumed to meet the fire safety requirements outlined in Regulation 2023/988/EC.
Applications
Manufacturers of Cigarettes and Tobacco Products
- Design and test cigarettes to ensure compliance with fire safety requirements, thereby reducing liability and the risk of product recalls.
- Use SIST EN 16156:2024 as a benchmark for quality assurance and certification processes.
Regulatory Authorities
- Apply the standard for market surveillance and conformity assessment to enforce fire safety compliance under EU regulations.
- Reference this standard in legislation and procurement to specify fire safety criteria for tobacco products.
Testing Laboratories
- Implement harmonized testing procedures to reliably assess ignition propensity in cigarette batches based on clearly defined methods.
- Provide third-party verification and reporting for manufacturers and authorities.
Consumer Protection Organizations
- Advocate for stricter adherence to fire safety standards in tobacco products.
- Use the standard's requirements to inform educational materials and fire prevention campaigns.

By providing clear fire safety requirements and a harmonized assessment method, SIST EN 16156:2024 helps manufacturers and regulators ensure that cigarettes sold in the market meet robust fire safety standards, significantly reducing the risk of fire-related accidents linked to smoking products. Adopting this standard supports compliance, consumer safety, and alignment with European and international market expectations.
