Overview
SIST-TS CEN/TS 17773:2023 is a technical specification developed by the Slovenian Institute for Standardization (SIST) in alignment with the European Committee for Standardization (CEN). This standard establishes a reliable procedure for the determination and calculation of the dry matter content in organic and organo-mineral fertilizers. Specifically, it applies to fertilizing products classified as PFC 1(A) and PFC 1(B), or these components within PFC 7 under Regulation (EU) 2019/1009.
The dry matter fraction is a critical parameter for characterizing fertilizers since water content is not considered part of the analytical result. Standardizing this measurement ensures consistent reporting and comparability of fertilizer products across the European market.
Key Topics
Scope
- Applicable to organic and organo-mineral fertilizers (PFC 1(A), PFC 1(B) and respective components).
- Not validated for fertilizer blends.
- Aligns with requirements under Regulation (EU) 2019/1009.
Dry Matter Content Determination
- Specifies oven drying at 105 ± 2°C until constant mass is achieved.
- Involves precise weighing before and after drying to calculate water loss and dry matter fraction.
- Addresses both solid and liquid samples, using sand or inert materials when necessary to promote even drying.
Sample Preparation and Quality Assurance
- Recommends careful sampling following EN 1482.
- Duplicate analysis suggested in cases of uncertainty.
- Details on normalization and reporting to ensure transparent results.
Test Reporting
- Requirements for documenting sampling, procedures, and incidental events.
- Clear identification of samples and referencing the technical specification.
Safety and Interferences
- Acknowledges possible changes during drying (e.g., CO₂ absorption).
- Highlights safety regarding flammable or explosive gases from certain samples.
Applications
The standardized determination of dry matter content is essential for:
Product Characterization and Labelling
- Enables accurate declaration of fertilizer nutrient content on a dry matter basis, ensuring regulatory compliance.
Quality Control in Production and Trade
- Supports manufacturers and importers in verifying that organic and organo-mineral fertilizers meet EU and national standards.
- Facilitates harmonized market access within the EU by ensuring uniform measurement practices.
Research and Development
- Provides a robust foundation for comparative studies of fertilizer properties and for the development of new products in the fertilizer industry.
Environmental Assessment and Soil Fertility Management
- Assists agronomists and environmental scientists in evaluating the efficacy and impact of fertilizers, based on their true nutrient contributions.
Related Standards
For a comprehensive approach to fertilizer analysis and dry matter content, the following standards are relevant:
- EN 1482 - Fertilizers and liming materials - General rules for sampling.
- EN 13040 - Soil improvers and growing media - Sample preparation and dry matter determination.
- EN 14787 - Fertilizers and liming materials - Determination of water content.
- EN 12048 - Solid fertilizers and liming materials - Moisture content determination by drying.
- EN 15934 - Sludge, treated biowaste, soil and waste - Dry matter calculation.
- ISO 11465 - Soil quality - Determination of dry matter and water content (gravimetric method).
- Regulation (EU) 2019/1009 - Rules for EU fertilizing products.
Practical Value
The adoption of SIST-TS CEN/TS 17773:2023 across laboratories and production facilities enables:
- Consistency in regulatory submissions for fertilizers within the EU.
- Greater clarity for customers regarding product composition.
- Process efficiency by following a harmonized, validated method.
- Support for sustainable agriculture through accurate assessment of organic inputs.
