Overview

SIST EN 50470-3:2022/oprA1:2026 specifies particular requirements for static electricity meters used to measure alternating current (AC) active energy in 50 Hz networks. This amendment is tailored to static meters of class indexes A, B, and C, commonly used in residential, commercial, and light industrial environments. The standard outlines performance requirements, type test methods, construction guidelines, and ensures conformity with EU directives such as Directive 2014/32/EU. Notably, this document introduces important updates and clarifications to the existing EN 50470-3:2022 standard, including improved accuracy and reliability provisions for electricity metering equipment.

Key Topics

  • Scope and Applicability: Covers static meters for direct measurement of AC active energy (class A, B, C) in low-voltage electrical networks, excluding certain LPIT-connected devices.
  • Performance and Accuracy: Defines updated test methods and performance criteria, including new requirements for immunity to current transients and harmonics.
  • Construction Requirements: Details necessities for displays and markings to ensure clear interpretation by users, along with updated hardware and software safeguards.
  • Environmental Conditions: Specifies operational temperature ranges and climatic qualifications for reliable meter function.
  • Software and Data Integrity: Adds clarity to software version control, protection against unauthorized changes, and requirements for tamper evidence.
  • Durability and Reliability: Outlines acceptable methods for demonstrating long-term meter dependability through laboratory and field testing.

Applications

The standard is essential for manufacturers, utility providers, and regulatory bodies involved with the following:

  • Residential Energy Metering: Ensures accuracy and reliability of home electricity meters, facilitating fair billing and efficient energy monitoring.
  • Commercial and Industrial Metering: Supports compliance for meters in commercial buildings and light industrial facilities, where accurate energy consumption records are vital.
  • National Conformity Assessment: Enables meter manufacturers and importers to meet national and European regulatory requirements, as well as facilitate type approval and market access.
  • Smart Meter Rollouts: Provides a foundation for intelligent metering devices that require advanced security, environmental resilience, and precise measurement capabilities.
  • Procurement Specifications: Guides utilities and contractors in specifying compliant metering equipment for tenders and infrastructure projects.

Related Standards

This standard amendment references and aligns with several international and European standards in the field of electricity metering:

  • EN 50470-3:2022 - The main European standard for particular requirements of static meters for AC active energy.
  • prEN IEC 62052-11:2021/prAC:2026 - General requirements, tests, and test conditions for meter construction and performance.
  • EN IEC 62052-31:2024 - Product safety requirements and tests for AC metering equipment.
  • EN IEC 62053 Series - Standards for accuracy classes and performance of static meters.
  • Directive 2014/32/EU (MID) - European Measuring Instruments Directive, covering essential requirements for legal metrology.

Practical Value

Implementing SIST EN 50470-3:2022/oprA1:2026 ensures that electricity meters meet strict accuracy, reliability, and safety benchmarks required for modern power distribution networks. Compliance helps manufacturers streamline product certification, utilities maintain metering integrity, and end-users trust the fairness of energy billing. By staying updated with evolving harmonized standards, stakeholders can support energy efficiency, interoperability, and market competitiveness in the rapidly evolving field of smart metering.
