Abstract

This document provides a common European basis with Complementary Product Category Rules (c-PCR) to EN 15804 for the preparation of Environmental Product Declarations for bituminous mixtures used on roads, airfields and other trafficked areas covered by relevant product standards in the EN 13108-series.
Complementary to EN 15804, this document:
—   specifies the declared unit;
—   defines the system boundaries for bituminous mixtures;
—   specifies and describes the default scenarios and rules for defining scenarios for certain life cycle information modules.
This document applies to the preparation of EPD for the following module configurations:
—   cradle to gate with modules C1-C4 and module D. This includes the declaration of the minimum modules: A1-A3 (product stage), C1-C4 (end-of-life stage) and D (supplementary information beyond the pavement life cycle);
—   cradle to gate with options, modules C1-C4 and module D, only when the added optional modules are A4 and/or A5. This includes the declaration of the minimum modules (as above), plus A4 (transport) and/or A5 (construction – installation process).
This document does not cover modules B1-B7.

This Technical Specification (CEN/TS) was approved by CEN on 10 May 2026 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in

Introduction
This Technical Specification is a complementary document to EN 15804 “Sustainability of construction
works – Environmental product declarations – Core rules for the product category of construction
products”.
This document does not replace any of the standard’s requirements and it is not intended to be used as a
stand-alone document.
It is intended to assist the understanding and use of EN 15804 by giving guidance and further explanation
in the preparation of Environmental Product Declarations (EPD) for bituminous mixtures covered by
product standards in EN 13108-series in a common way.
NOTE 1 The title of the clauses in this document follow the EN 15804 to enhance readability.
NOTE 2 The composition of the bituminous mixture is necessary to produce the specific EPD.

1 Scope
This document provides a common European basis with Complementary Product Category Rules (c-PCR)
to EN 15804 for the preparation of Environmental Product Declarations for bituminous mixtures used
on roads, airfields and other trafficked areas covered by relevant product standards in the EN 13108-
series.

5 General aspects
5.1 Objective of the Complementary PCR
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 and the scope of this document.
5.2 Types of EPD with respect to life cycle stages covered
With reference to EN 15804:2012+A2:2019+AC:2021, 5.2, the following module configurations shall
apply for the preparation of EPD (see Figure 1 below):
— cradle to gate with modules C1-C4 and module D. This includes the declaration of the minimum
modules that always shall be declared in all EPDs: A1-A3 (product stage), C1-C4 (end-of-life stage)
and D (supplementary information beyond the pavement life cycle);
— cradle to gate with options, modules C1-C4 and module D, only when the added optional modules are
A4 and/or A5. This includes the declaration of the minimum modules (as above), plus A4 (transport)
and/or A5 (construction – installation process).
According to the scope of this document use stage (modules B1-B7) is not covered.

5.3 Comparability of EPD of construction products
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021.

5.5 Ownership, responsibility and liability for the EPD
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021.

6 Product Category Rules for LCA
6.1 Product category
The product category referred to in this document includes all bituminous mixtures covered by relevant
product standards in the EN 13108-series.
6.2 Life cycle stages and their information modules to be included
6.2.1 General
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 and 5.2 in this document.
6.2.2 A1-A3, Product stage, information modules
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021.
6.2.3 A4-A5, Construction process stage, information modules
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 with the following complement:
The inclusion of the optional modules A4 and/or A5 is recommended when the necessary calculation
inputs are available in advance (i.e. in project based EPD). Some of these may be external to the
manufacturer (e.g. transport distance from production site to construction site or availability of jobsite
construction equipment).
6.2.4 B1-B5, Use stage, information modules related to the building fabric
According to the scope of this document modules B1-B5 are not covered.
This document does not provide default scenarios and rules for defining use scenarios. If B-modules and
use scenarios are declared, the EPD shall be based on EN 15804:2014+A2:2019+AC:2021.
6.2.5 B6-B7, Use stage, information modules related to the operation of the building
According to the scope of this document modules B6-B7 are not covered.
This document does not provide default scenarios and rules for defining use scenarios. If B-modules and
use scenarios are declared, the EPD shall be based on EN 15804:2014+A2:2019+AC:2021.
6.2.6 C1-C4, End-of-life stage information modules
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 with the following complement:
Data shall be declared based on the scenarios defined in 6.3.9.
6.2.7 D, Benefits and loads beyond the product system boundary, information module
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 with the following complement:
Re-use, recovery and/or recycling potentials, expressed as net impacts and benefits shall be declared
based on the scenarios defined in 6.3.9.
6.3 Calculation rules for the LCA
6.3.1 Functional or declared unit
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021.
6.3.2 Functional unit
For the purpose of this document functional unit is not applied.
6.3.3 Declared unit
For the purpose of this document the declared unit is defined as: One metric tonne of bituminous mixture.
6.3.4 Reference service life (RSL)
According to the scope of this document, reference service life (RSL), modules B1-B7, is not covered.
This document does not provide default scenarios and rules for defining use scenarios. If B-modules and
use scenarios are declared, the EPD shall be based on EN 15804:2014+A2:2019+AC:2021.
6.3.5 System boundaries
6.3.5.1 General
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 with the following complement:
Figure 2 shows the system boundaries, processes, and data types for bituminous mixtures.
NOTE According to the scope of this document, modules B1-B7 are not covered.

In order to avoid double counting of the impacts related to the use of RA into new asphalt, the
manufacturer preparing the EPD shall take into account national regulations regarding the stage when
site-won asphalt meets the end-of-waste criteria.
Impacts before that point, shall be declared in modules C (how the bituminous mixture being produced
in the present will be handled at the end-of-life), while impacts after this point shall be declared in
modules A (impacts of the reclaimed asphalt being included into the bituminous mixture being
manufactured).
Examples of modules, which include the declaration of impacts related to reclaimed asphalt, based on
different end-of-waste cases are given in Annex B.
6.3.5.2 Product stage
Shall be in accordance with EN 15804:2012+A2:2019+AC:2021 with the following complement:
Processes in module A1: Raw Material Supply
The following impacts are included:
a) impacts associated with the extraction, transport, refining and storing of polymers, bitumen additives
and bituminous binders;
b) impacts associated with the mining, extraction and production of aggregates;
c) impacts associated with the production of asphalt additives (including water for foaming);
d) impacts associated with the use of the following generic materials:
1) any processing of site-won asphalt (e.g. crushing, sieving, etc.) after the end-of-waste status has
been achieved (see examples in Annex B). If the site-won asphalt is processed at the mixing plant,
the declared impacts are considered specific data (to be obtained by the manufacturer). If the
site-won asphalt is processed at an intermediate plant, these impacts are the sum of impacts of
processing at the intermediate plant (to be declared by this) plus the added impacts of extra
processing at the mixing plant (specific data);
