Cartridge operated hand-held tools - Safety requirements - Fixing and hard marking tools

This European standard covers safety requirements for cartridge operated fixing and hard marking tools which operate with an intermediate member (piston). This European standard deals with all significant hazards, hazardous situations and events relevant to cartridge operated fixing and hard marking tools, when they are used as intended and under conditions of misuse which are reasonably foreseeable (see Clause 4). It deals with the significant hazards in the different operating modes and intervention procedures as referred to in EN ISO 12100-1:2003, 5.3. Although the safe use of cartridge operated tools depends to an important extent on the use of appropriate cartridges and fasteners, this standard is not formulating requirements for the cartridges and fasteners to be used with the tools (see Clause 7). This European Standard applies to tools designed for use with cartridges with casings made of metal or plastic and with solid propellant and containing a minor quantity of primer with a composition different from that of the main propellant. The fixing tools in the scope are those intended for use with fasteners made from metal. NOTE Information about cartridges can be found in the publication of the Permanent International Commission for the Proof of Small Arms (C.I.P.). This European standard is not applicable to cartridge operated fixing and hard marking tools which are manufactured before the date of its publication as EN.

Overview

SIST EN 15895:2011/kFprA1:2017 is a European standard that specifies safety requirements for cartridge operated hand-held tools, specifically for fixing and hard marking applications. Developed by the Technical Committee CEN/TC 213, this standard addresses significant hazards, hazardous situations, and dangerous events associated with the use and predictable misuse of these tools. It applies to tools that operate with a piston and are intended for use with cartridges having metal or plastic casings and a solid propellant, as well as metal fasteners. The standard aligns with general machinery safety guidelines defined in EN ISO 12100:2010, focusing on design, risk assessment, and practical safety measures for operators.

Key Topics

  • Scope of Application
The standard covers hand-held, cartridge operated tools designed for fixing or hard marking functions, where energy is provided by a cartridge and transferred through a piston.
Only tools using metal or plastic cartridge casings, solid propellants, and minor quantities of primer are included.

  • Significant Hazards Addressed
Covers foreseeable hazardous scenarios in normal use and reasonably predictable misuse.
Specific attention to the risks associated with high-pressure operation, piston failure, spalling, unintentional cartridge discharge, and safe handling during maintenance.

  • Design and Construction Requirements
Mandates robust construction to withstand operational stress and safe retention of the piston under maximum load conditions.
Specifies essential safety dimensions for cartridge chambers in single-shot tools.
Limits surface temperatures to prevent user injury, referencing EN ISO 13732-1:2008.

  • Operator Safety and Ergonomics
Requires tools to include or support spall guards to protect users during operation, especially around the fastener guide.
Enforcement of secure storage by supplying lockable carrying cases.
Ergonomic design criteria must be met to minimize fatigue and maximize control.

  • Instructions and Information
Manufacturers must supply comprehensive instruction manuals, safety warnings, and maintenance guidelines in accordance with EN ISO 12100:2010.

Applications

Cartridge operated fixing tools are widely used in construction, industrial assembly, and manufacturing for rapidly fastening materials such as metal components to concrete, steel, or other substrates. Hard marking tools are utilized for permanent component marking in manufacturing and logistics.

Key practical applications include:

  • Fast installation of tracks, brackets, and structural fixtures in building construction
  • Mounting ductwork, electrical boxes, or pipe supports
  • Marking production batches or item codes directly on metal parts for traceability

By adhering to SIST EN 15895, manufacturers and users can:

  • Minimize risks of injury due to tool malfunction or misuse
  • Ensure compliance with EU workplace safety regulations
  • Improve operational reliability and life cycle of hand-held cartridge tools

Related Standards

When implementing safety requirements for cartridge operated tools, the following related standards are valuable:

  • EN ISO 12100:2010
Provides the overarching framework for risk assessment and general safety principles for all machinery, forming the backbone of SIST EN 15895's safety philosophy.

  • EN ISO 13732-1:2008
Details methodologies for evaluating maximum safe surface temperatures to prevent operator burns.

  • C.I.P. Publications
Offers in-depth information on the cartridges themselves, relevant for tool compatibility but outside the scope of SIST EN 15895.

  • EN 614-1+A1:2009
Guidance on ergonomic design, ensuring hand-held tools meet user comfort and safety standards.

For effective and safe use of cartridge operated hand-held tools in industrial or construction environments, SIST EN 15895:2011/kFprA1:2017 is the key standard to ensure safety, compliance, and operational efficiency.
