This European Standard specifies the common methodology and the requirements for inspection of air conditioning systems in buildings for space cooling and/or heating and/or ventilation systems from an energy use standpoint. It can be used to fulfil the EPBD requirements (Energy Performance of Buildings Directive 2010/31/EU [9]) as well as in other contexts where such inspections are specified. The methodology specified in this standard deals with indoor climate problems that can be due to the systems inspected.
This standard applies to both residential and non-residential buildings equipped with:
- air conditioning system(s) without mechanical ventilation; or
- air conditioning system(s) with mechanical ventilation; or
- natural and mechanical ventilation system(s).
This standard applies to:
- fixed systems;
- accessible parts that contribute to the cooling and mechanical ventilation services.
This standard is also applicable to some systems for which the Directive does not require inspection, such as:
- fixed systems of less than 12 kW output;
- ventilation-only systems.
The inspection of systems given in this standard is applicable to:
- all types of comfort cooling and air conditioning systems. This includes air conditioning systems of an effective rated output of less than 12 kW not covered by Directive 2010/31/EU;
- all types of ventilation systems that is to say mechanical, natural, hybrid (including mechanical and natural ventilation). Parts of this standard are also applicable to check ventilation requirements when there is no ventilation system.
The inspection of systems includes but is not limited to the following components:
- reverse-cycle operation of air-conditioning equipment;
- associated water and air distribution and exhaust systems that form a necessary part of the system;
- controls that are intended to regulate the use of associated water and air distribution and exhaust systems.
Table 1 shows the relative position of this standard within the offset of EPB standards in the context of the modular structure as set out in EN ISO 52000 1:2017.
NOTE 1 In CEN ISO/TR 52000 2:2017 [7] the same table can be found, with, for each module, the numbers of the relevant EPB standards and accompanying technical reports that are published or in preparation.
NOTE 2 The modules represent EPB standards, although one EPB standard may cover more than one module and one module may be covered by more than one EPB standard, for instance a simplified and a detailed method respectively. See also Clause 2, Table A.1 and Table B.1.
This standard is not applicable to:
- qualification of the persons or organization in charge of inspections;
- frequency of the mandatory inspection (defined at national level);
- components supporting the heating function (specified in EN 15378-1:2017 [8] and the accompanying technical report CEN/TR 15378-2:2017 [8] covering the inspection of heating-only systems using boilers).
The following information can be found in other standards or technical reports:
- guidance regarding features affecting the frequency and duration of inspection are given in CEN/TR 16798-18:2017;
- procedures and methods for the inspection of boilers and heating systems are given in prEN 15378 (all parts) [8].
Table 1 shows the relative position of this standard within the set of EPB standards in the context of the modular structure as set out in EN ISO 52000 1:2017.
Energetische Bewertung von Gebäuden - Lüftung von Gebäuden - Teil 17: Leitlinien für die Inspektion von Lüftungs- und Klimaanlagen (Module M4‐11, M5‐11, M6‐11, M7‐11)
1.1 Diese Europäische Norm legt die übliche Methodik für und die Anforderungen an die Inspektion von in Gebäuden installierten Klimaanlagen für Raumkühlung und/oder Heizung und/oder Lüftungsanlagen fest, bezogen auf den Energieverbrauch, um die Anforderungen der Richtlinie 2010/31/EU des Europäischen Parlaments und des Rates über die Gesamtenergieeffizienz von Gebäuden (en: Energy Performance of Buildings Directive, EPBD) zu erfüllen. Die in dieser Europäischen Norm beschriebene Methodik behandelt Probleme des Innenraumklimas, die durch die inspizierten Anlagen auftreten können.
Diese Europäische Norm gilt für Wohn- und Nichtwohngebäude, die ausgestattet sind mit:
- Klimaanlage(n) ohne maschinelle Lüftung; oder
- Klimaanlage(n) mit maschineller Lüftung; oder
- natürlicher/n und maschineller/n Lüftungsanlage(n).
Diese Europäische Norm gilt für:
- ortsfeste Anlagen;
- zugängliche Teile, die zur Kühlleistung und maschinellen Lüftungsleistung beitragen.
Diese Europäische Norm gilt außerdem für einige Anlagen, die nicht durch die Richtlinie abgedeckt sind, z. B.:
- ortsfeste Anlagen mit einer Nennleistung von weniger als 12 kW;
- Lüftungsanlagen.
Die in dieser Europäischen Norm beschriebene Inspektion von Anlagen gilt für:
- alle Arten von Komfortkühl- und Klimaanlagen. Dazu gehören Klimaanlagen mit einer effektiven Nennleistung von weniger als 12 kW, die nicht durch die EPBD 2010/31/EU abgedeckt sind;
- alle Arten von maschinellen, natürlichen und Hybridlüftungsanlagen (mit maschineller und natürlicher Lüftung). Teile dieser Europäischen Norm sind außerdem anwendbar, um Anforderungen an die Lüftung zu überprüfen, wenn keine Lüftungsanlage vorhanden ist.
Die Inspektion von Anlagen umfasst, ist jedoch nicht beschränkt auf, die folgenden Komponenten:
- Klimaanlagen mit Umkehrfunktion;
- zugehörige Wasser- und Luftverteilungssysteme sowie Fortluftsysteme, die einen notwendigen Teil der Anlage bilden;
- Steuerungssysteme, die die Nutzung der zugehörigen Wasser- und Luftverteilungssysteme sowie Fortluftsysteme regeln sollen.
Tabelle 1 zeigt die relative Position dieser Europäischen Norm innerhalb des EPBD-Normenpakets.
1.2 Diese Europäische Norm gilt nicht für:
- die Qualifizierung der für die Inspektion verantwortlichen Personen oder Organisationen;
- die Häufigkeit der obligatorischen Inspektion (auf nationaler Ebene festgelegt);
- Bauteile, die die Heizungsfunktion unterstützen (in EN 16798 und im beigefügten Technischen Bericht CEN/TR 16798 für die Inspektion von Nur-Heizungsanlagen mit Heizkesseln definiert).
1.3 Die folgenden Informationen können anderen Normen oder Technischen Berichten entnommen werden:
- Hinweise zur Häufigkeit der Inspektionen und Inspektionsintervallen sind in CEN/TR 16798 18 angegeben;
- Verfahren und Methoden für die Inspektion von Heizkesseln und Heizungssystemen sind in EN 15378 [5] enthalten.

La présente Norme européenne spécifie la méthode commune et les prescriptions relatives à l'inspection des systèmes de conditionnement d'air dans les bâtiments pour le refroidissement et/ou le chauffage des locaux, et/ou des systèmes de ventilation en matière de consommation énergétique. Elle peut être utilisée pour satisfaire aux exigences de la DPEB (Directive 2010/31/UE [9] sur la Performance énergétique des bâtiments) et dans d’autres cas où des inspections sont spécifiées. La méthodologie décrite dans la présente norme traite des problèmes de climat intérieur pouvant être dus aux systèmes inspectés.
La présente norme s'applique aux bâtiments résidentiels et non résidentiels équipés de :
- système(s) de conditionnement d'air sans ventilation mécanique ; ou
- système(s) de conditionnement d'air avec ventilation mécanique ; ou
- système(s) de ventilation naturelle et mécanique.
La présente norme s'applique aux :
- systèmes fixes ;
- parties accessibles contribuant aux services de refroidissement et de ventilation mécanique.
La présente norme s'applique également à certains systèmes dont la Directive ne requiert pas d’inspection tels que :
- les systèmes fixes d’une puissance fournie inférieure à 12 kW ;
- les systèmes servant uniquement à la ventilation.
L'inspection de systèmes décrite dans la présente norme s'applique à :
- tous les types de systèmes de refroidissement et de conditionnement d'air de confort. Cela inclut les systèmes de conditionnement d'air d'une puissance nominale effective fournie inférieure à 12 kW non couverts par la Directive 2010/31/UE ;
- tous les types de systèmes de ventilation, c'est-à-dire mécanique, naturelle, hybride (y compris la ventilation mécanique et naturelle). Des parties de la présente norme s'appliquent également pour la vérification des prescriptions relatives à la ventilation lorsqu'il n'y a pas de système de ventilation.
L'inspection des systèmes comprend, mais n'est pas limitée, aux éléments suivants :
- fonctionnement réversible de l'équipement de conditionnement d'air ;
- distribution d’eau et d’air associée et systèmes de rejet qui constituent une partie nécessaire du système ;
- commandes destinées à réguler l'utilisation de la distribution d’eau et d’air associée ainsi que des systèmes de rejet.
Le Tableau 1 indique la position relative de la présente norme dans l’ensemble de normes PEB dans le cadre de la structure modulaire donnée dans l'EN ISO 52000 1:2017.
NOTE 1 Le même tableau figure dans le CEN ISO/TR 52000-2:2017 [7] avec, pour chaque module, le numéro des normes PEB correspondantes et les rapports techniques associés qui sont publiés ou en cours d'élaboration.
NOTE 2 Les modules représentent des normes PEB, bien qu'une norme PEB puisse couvrir plus d'un module et qu'un module puisse être couvert par plusieurs normes PEB, par exemple une méthode simplifiée et détaillée respectivement. Voir également l'Article 2, le Tableau A.1 et le Tableau B.1.
La présente norme ne s'applique pas :
- à la qualification des personnes ou de l'organisme en charge des inspections ;
- à la fréquence des inspections obligatoires (définie au niveau national) ;
- aux composants participants à la fonction de chauffage (spécifiés dans l'EN 15378 1:2017 [8] et le rapport technique CEN/TR 15378 2:2017 [8] l'accompagnant traitant de l'inspection des systèmes de chauffage uniquement utilisant des chaudières).

1.1 Ta evropski standard določa splošno metodologijo in zahteve za pregled klimatskih naprav v stavbah za hlajenje in/ali ogrevanje prostorov in/ali prezračevalnih sistemov z vidika uporabe energije za izpolnjevanje zahtev Direktive EPBD (Direktiva o energetski učinkovitosti stavb 2010/31/EU). Metodologija, opisana v tem evropskem standardu, obravnava težave s klimatizacijo zaprtih prostorov, ki jih lahko povzročijo pregledani sistemi.
Ta standard se uporablja za stanovanjske in nestanovanjske stavbe, ki so opremljene s/z:
– klimatskimi napravami brez mehanskega prezračevanja; ali
– klimatskimi napravami z mehanskim prezračevanjem; ali
– naravnimi in mehanskimi prezračevalnimi sistemi.
Ta evropski standard se uporablja za:
– fiksne sisteme;
– dostopne dele, ki prispevajo k storitvam hlajenja in mehanskega prezračevanja.
Ta evropski standard se uporablja tudi za nekatere sisteme, ki niso zajete v navedeni Direktivi, na primer:

EN ISO 52000-1:2017, the overarching EPB standard, is indispensable for each EPB standard, because of the modular structure, common terms and definitions, symbols and subscripts and because it provides the general framework for the EPB assessment. Figure 1 — Flow chart representing steps involved in inspection 5.3 Pre-inspection procedure 5.3.1 General Prior to inspection, where possible, the design parameters, system characteristics and the operational regime shall be determined. All available original documentation relating to the building and the installed systems shall be collected and assessed. Additional documentation, if it exists, indicating any modifications or alterations to the building, the systems or the use since the original documents, shall also be obtained and assessed. CEN/TR 16798-18:2017 provides examples of documents needed. The pre-inspection and collection of documents shall be structured as follows: — design documentation; — system characteristics; — building and system operation and maintenance status; — building and system survey.
