Railway applications - Re-railing and recovery requirements for railway vehicles

This European Standard is applicable to all railway vehicles that will operate under the Interoperability Directives taking into consideration the recommendations given in Annex F on the application of the standard (migration rule).
Rolling stock of the following types are excluded from the scope of this draft European Standard:
-   metros, tramways, and other light rail vehicles;
-   vehicles for the operation of local, urban or suburban passenger services on networks that are functionally separate from the rest of the railway system;
-   vehicles exclusively used on privately owned railway infrastructure that exist solely for use by the owner for its own freight operations;
-   vehicles reserved for a strictly local, historical or touristic use.
On-track machines are in the scope of this European Standard only when in transport (running) configuration on their own rail wheels, either self-propelled or hauled.
However, the requirements may be appropriate for other applications that have similar operational conditions. It specifies the principles and processes to be followed to achieve satisfactory arrangements for re-railing or recovery of railway vehicles and to validate the design against the relevant performance and safety requirements.
The interface between the re-railing and recovery equipment and the vehicle structure is considered as the interface between the jack contact faces or the lifting bracket contact areas. The structural requirements for the vehicle structure are set out in EN 12663 1 and EN 12663 2.
NOTE   Railway vehicles that will operate under the Interoperability Directives correspond to the categories L, P-I, P-II, F-I and F-II defined in EN 12663-1.

Bahnanwendungen - Anforderungen für das Aufgleisen und Bergen von Schienenfahrzeugen

Diese Europäische Norm gilt für sämtliche Schienenfahrzeuge, die unter der Interoperabilitätsrichtlinie unter Berücksichtigung der in Anhang F zur Anwendung dieser Norm angegebenen Empfehlungen (Übergangsregelung) betrieben werden.
Folgende Fahrzeugtypen werden für die Anwendung dieser Norm ausgeschlossen:
-   U-Bahnen, Straßenbahnen und andere Stadt- und Regionalfahrzeuge;
-   Fahrzeuge für den Einsatz im lokalen, städtischen und stadtnahen Personenverkehr auf Bahnstrecken, die vom Rest des Eisenbahnnetzes funktional abgetrennt sind;
-   Fahrzeuge, die ausnahmslos auf privaten Eisenbahnnetzen nur für Güterabwicklungen des Eigners eingesetzt werden;
-   Fahrzeuge, die strikt lokalen, historischen oder touristischen Einsatzzwecken vorbehalten sind.
Bau- und Instandhaltungsfahrzeuge zählen nur zum Anwendungsbereich dieser Norm, wenn sie im Fahrbetrieb konfiguriert sind, entweder selbst angetrieben sind oder abgeschleppt werden.
Die Anforderungen können jedoch ebenfalls für andere Anwendungsfälle unter ähnlichen betrieb¬lichen Bedingungen als geeignet angesehen werden. Die Norm bestimmt die zu befolgenden Grundlagen und Verfahren, um geeignete Abläufe für das Aufgleisen und Bergen von Schienenfahrzeugen zu erreichen und die Auslegung anhand der einschlägigen Leistungs- und Sicherheitsanforderungen zu bewerten.
Als Schnittstelle zwischen Aufgleis- und Bergungsgeräten und der Fahrzeugstruktur wird die Schnittstelle zwischen den Kontaktflächen des Hebers oder der Kontaktflächen der Hebekonsole betrachtet. Die Festigkeitsanforderungen an die Fahrzeugstruktur sind in EN 12663-1 und EN 12663-2 festgelegt.
ANMERKUNG   Unter der Interoperabilitätsrichtlinie betriebene Schienenfahrzeuge entsprechen den in EN 12663-1 definierten Kategorien L, P-I, P-II, F-I und F-II.

Applications ferroviaires - Exigences relatives au réenraillement et au rétablissement de véhicules ferroviaires

La présente Norme européenne est applicable à l'ensemble des véhicules ferroviaires exploités selon les Directives d'interopérabilité en tenant compte des recommandations figurant à l'annexe F pour l'application de la norme (règle de migration).
Les types suivants de matériel roulant sont exclus du champ d'application de la présente Norme européenne :
-   métros, tramways et autres véhicules ferroviaires légers ;
-   véhicules pour l'exploitation des services de transport sur les réseaux locaux, urbains ou suburbains qui sont fonctionnellement séparés du reste du système ferroviaire ;
-   véhicules utilisés exclusivement sur les infrastructures ferroviaires privées réservées au seul usage de leur propriétaire pour ses propres activités de fret ;
-   véhicules réservés à un usage strictement local, historique ou touristique.
Les engins de travaux sur rails sont dans le champ d’application de la présente Norme européenne lorsqu’ils sont en configuration de transport (circulation) sur leurs propres roues ferroviaires, qu’ils soient automoteurs ou remorqués.
Les exigences stipulées peuvent cependant convenir pour d'autres applications caractérisées par des conditions d'exploitation similaires. La présente norme spécifie les principes et les procédés à appliquer pour parvenir à des dispositions satisfaisantes pour le réenraillement ou le rétablissement de véhicules ferroviaires et pour valider la conception par rapport aux exigences en matière de performance et de sécurité.
L'interface entre les équipements de réenraillement et de rétablissement et la structure du véhicule est considérée comme étant l'interface entre les plans de contact des vérins ou les surfaces de contact des appuis de levage amovibles. Les exigences relatives à la structure des véhicules sont énoncées dans les normes EN 12663-1 et EN 12663-2.
NOTE   Les véhicules ferroviaires exploités selon les Directives d'interopérabilité correspondent aux catégories L, P-I, P-II, FI et F-II définies dans la norme EN 12663-1

Železniške naprave - Zahteve za ponovno utirjenje in obnovitev železniških vozil

Ta osnutek evropskega standarda se uporablja za vsa železniška vozila, ki bodo delovala v skladu z direktivami o interoperabilnosti in bodo upoštevala priporočila o uporabi standarda (pravilo migracije), podana v dodatku F.
Železniška vozila naslednjih tipov so izključena s področja uporabe tega osnutka evropskega standarda:
– metroji, tramvaji in ostala lahka železniška vozila;
– vozila za lokalni, mestni in primestni potniški promet v omrežjih, ki so funkcionalno ločena od ostalega železniškega sistema;
– vozila, ki se uporabljajo izključno v zasebni železniški infrastrukturi in jih za prevoz tovora uporablja izključno lastnik;
– vozila, strogo rezervirana za lokalno, zgodovinsko ali turistično uporabo.
Tirni stroji so vključeni v področje uporabe tega osnutka evropskega standarda samo, če so med prevozom (delovanjem) na svojih lastnih kolesih – na lasten pogon ali vlečeni.
Vendar pa so lahko zahteve primerne za druge uporabe, ki imajo podobne obratovalne pogoje. Ta standard določa načela in postopke, ki se uporabljajo za doseganje zadovoljivih rezultatov pri ponovnem utirjanju ali obnovitvi železniških vozil in za preverjanje, ali je zasnova skladna z zadevnimi zahtevami o delovanju in varnosti.
Vmesnik med opremo za ponovno utirjanje in obnovitev ter strukturo vozila je vmesnik med stičnimi površinami priključkov ali stičnimi površinami dvižnih nosilcev. Konstrukcijske zahteve za strukture vozil so opisane v standardih EN 12663-1 in EN 12663-2.
OPOMBA: Železniška vozila, ki bodo delovala v skladu z direktivami o interoperabilnosti, spadajo v kategorije L, P-I, P-II, F-I in F-II, opredeljene v standardu EN 12663-1.

Figure 1 — Conventional vehicles: example of single end and full vehicle lifting It shall be possible to lift a rail vehicle for re-railing or recovery purposes with the running gear secured to the car body (see 5.4). For re-railing or recovery, it shall be possible to raise or lower a vehicle end or a complete vehicle using only jacking equipment (and lifting brackets if these are required). NOTE For re-railing and recovery operations, lifting is undertaken by designated personnel who are trained and qualified by knowledge and practical experience to enable the re-railing and recovery operations to be carried out in accordance with the re-railing and recovery instructions for the vehicle (see Clause 8). 4.2.2 Lifting operations for articulated vehicles and/or fixed formations For articulated vehicles and/or fixed formations it shall be possible to simultaneously lift the end or ends of adjacent vehicles in order to achieve the objectives set out above for lifting vehicles (see Figure 2 and Figure 3). Any additional requirements shall be included in the recovery documentation (see Clause 8).

Removable jacking brackets may be used to achieve the clearances required. In the vicinity of jacking points the following design space envelopes shall be provided. The minimum design clearance shall be provided between any part of the vehicle, its running gear and the jacking equipment space envelope, assuming the vehicle is upright and level. — The design clearance shall be maintained from the underside of the jacking pad down to rail level. Key 1 line of action 2 jack adaptor 3 jack design envelope 4 top of jack 5 lifting bracket axis Figure 5 — Installation of adaptors at lifting point positions Where adaptors are used and the jack is positioned partially beneath the vehicle structure (as illustrated in Figure 5), a minimum nominal clearance of 5 mm is recommended between the jack and the underside of the vehicle structure. The design clearance from the running gear shall be determined taking into account possible extreme displacements of the running gear. Extreme displacements of the running gear shall be determined assuming that non-structural linkages such as roll-bars, dampers, pipes or cables are not present and the items are therefore free to move until contact is made with limit stops or the car body structure. It is permissible to determine the clearance underneath and around each lifting point assuming only lateral, longitudinal and vertical movements subject to there being alternative jacking points available in the event of the running gear being twisted or rotated such that the design space envelope is infringed. For example, in the case of a twisted bogie, if two pairs of jacking points are provided on either side of the bogie pivot, it would be acceptable for a diagonally opposed pair of jacking points being used. This possibility shall be identified in the documentation specified by Clause 8. The only items permitted inside the specified re-railing equipment clearance zones shall be removable manually with the aid of conventional hand tools and without the use of cutting equipment, special tools or the aid of lifting equipment. It is permissible to deviate from these space envelope requirements subject to demonstration that the jacking equipment can be installed and used safely. This demonstration may be included in the validation tests for re-railing and recovery (see Clause 9). Deviations from the space envelope requirements shall form part of the vehicle specification and any re-railing equipment required for a particular vehicle type shall be available to all re-railing and recovery teams in areas where the vehicles shall operate.
