Overview

SIST EN ISO 20471:2013/A1:2017 is an amendment to the European and international standard for high visibility clothing, specifically referencing ISO 20471:2013/Amd 1:2016. Developed by SIST (Slovenian Institute for Standardization) in alignment with CEN and ISO, this amendment addresses test methods and requirements to ensure the effectiveness and safety of high visibility clothing for users exposed to occupational hazards where enhanced visibility is critical. The update became effective in January 2017 and harmonizes national requirements across Europe.

High visibility clothing is essential for personal safety in environments with moving vehicles or machinery, especially in low-light or high-risk conditions. This amendment clarifies and updates technical specifications to further protect workers and improve conformity through standardized testing protocols.

Key Topics

  • Test Methods for High Visibility Clothing

    • The amendment details procedures for evaluating the durability and performance of high visibility materials, with a focus on abrasion resistance.
    • It introduces guidance regarding the placement of test specimens and abradants during abrasion tests, improving consistency in evaluation.
  • Requirements for Protective Clothing

    • Reinforces criteria for the visibility and integrity of garments after they have been subjected to abrasion, ensuring ongoing safety for end-users.
    • Promotes harmonization with related ISO and EN standards for protective clothing.
  • Implementation of European Directives

    • Aligns with essential health and safety requirements outlined by EU legislation.
    • Requires national bodies to incorporate these updates, superseding conflicting standards to maintain EU market uniformity.

Applications

High visibility clothing certified to SIST EN ISO 20471:2013/A1:2017 is utilized in sectors where worker visibility can reduce accident risks, such as:

  • Construction and Roadwork: Ensures that workers are easily seen by drivers and equipment operators, especially at night or in poor weather conditions.
  • Emergency Services: Firefighters, police, and medical responders wear high visibility apparel designed and tested according to this standard to enhance safety during roadside or hazardous operations.
  • Railway and Airport Personnel: Staff working around moving vehicles benefit from improved material performance and rigorous testing against abrasion and wear.
  • Municipal and Utility Workers: Field and street maintenance teams rely on compliant high visibility clothing for occupational safety.

Ensuring that high visibility garments meet the amended test protocols helps employers demonstrate due diligence and compliance with health and safety laws.

Related Standards

  • ISO 20471:2013: The core international standard specifying requirements for high visibility clothing, including minimum areas of visible material, color, and retroreflective properties.
  • EN ISO 20471:2013: The European adoption of the ISO standard, widely referenced across EU nations.
  • ISO 12947-2: Specifies procedures for the determination of abrasion resistance of textiles, referenced in this amendment's updated test methods.
  • Directives for Personal Protective Equipment (PPE): EU legal requirements mandating compliant high visibility clothing for specific workplace environments.

Organizations procuring or manufacturing high visibility clothing should ensure their products align with the latest amendment to benefit from improved safety, legal compliance, and international recognition.
