Overview
oSIST prEN 1914:2026 - Inland navigation vessels - Work boats, ship’s boats and lifeboats is a proposed European standard developed by SIST, addressing the requirements and safety features of work boats, ship’s boats, and lifeboats used on inland waterways. The document establishes essential criteria for vessels that play a crucial role in transporting personnel, performing operational tasks at construction sites, and ensuring life-saving capabilities on inland navigation ships. The standard covers boats carried in compliance with ES-TRIN, lifeboats for general use, and work boats for limited personnel and loads, while explicitly excluding recreational craft and water rescue or firefighting boats.
Key Topics
Applicability and Scope
- Boats carried by inland navigation vessels per ES-TRIN requirements
- Lifeboats for general rescue, excluding those covered by specialized life-saving equipment regulations
- Work boats designed for transporting a small number of persons or light loads for short distances in construction contexts
Safety and Performance Requirements
- Design Parameters: Specified ratios for length, breadth, height, and permissible mass (deadweight)
- Stability and Buoyancy: Reserve buoyancy, minimum freeboard, and stability under load are quantified to ensure safe manning and operation
- Drainage and Non-slip Surfaces: Boats must feature secure, corrosion-resistant drainage devices and slip-resistant walking areas
- Performance: Both rowing and powered operation must meet maneuverability and safety criteria, including turning and stopping tests
Materials and Construction
- Durability and resistance to water, oil, UV light, and temperature extremes required for all components
- Special requirements for inflatable boats, in line with EN ISO 6185
Equipment and Marking
- Minimum equipment includes oars and rowlocks, towing rings, attachment points, bailers, and painter lines
- Motor-fitted boats require separation of fuel tanks and batteries, propeller guards are recommended
- Marking requirements: Retro-reflective strips, lifejacket warning signage, and a permanent manufacturer's plate providing key data
Verification and Testing
- Rigorous framework for visual, practical, and calculation-based verification of design, stability, buoyancy, and strength
- Specific procedures for verifying permissible passenger numbers, motor rating, and the vessel’s behavior under both manual and powered operation
Applications
oSIST prEN 1914:2026 is essential for:
- Ship Operators and Designers: Ensuring that work boats, ship’s boats, and lifeboats on inland navigation vessels meet robust European safety standards
- Boat Manufacturers and Suppliers: Achieving compliance with legal requirements and market expectations for inland vessel equipment
- Construction and Operational Teams: Providing safe, reliable transport and rescue capabilities within inland waterway construction and maintenance
- Regulatory and Certification Bodies: Supporting uniform inspection, certification, and enforcement across member states and waterways, with clear criteria for safety and performance
By addressing equipment, marking, construction standards, and testing, this standard plays a key role in protecting crew, passengers, and third parties on European inland waterways.
