(Amendment)Child use and care articles - Soother holder - Safety requirements and test methods
Child use and care articles - Soother holder - Safety requirements and test methods
The Soother Holder Standard, EN 12586:2007 pays great attention to the possible strangulation hazard arising from the use of a soother holder. A restriction on the length of the soother holder is explained in the Rationale B 7.
However a possible design has recently come to light which could circumvent this requirement and because of the extreme hazard presented requires, in our opinion, an immediate amendment to the standard.
The amendment will also correct an error made regarding the warning and especially with the Slovenian language.

Overview
SIST EN 12586:2008/kFprA1:2010 specifies the safety requirements and test methods for soother holders used with child care articles. The standard, developed by the Slovenian Institute for Standardization (SIST) within the framework of European standardization, is aimed at minimizing hazards, particularly the risk of strangulation associated with these products. This amendment addresses newly identified design concerns that could bypass previous safety restrictions, enhances test methods, and corrects language-related issues-especially the Slovenian translation of safety warnings.
Key Topics
Strangulation Risk Reduction
The standard sets strict limits on the length and configuration of soother holder straps, especially for loops, to prevent the risk of strangulation. Any looped section of a strap must not exceed 110 mm even if the overall length remains within compliant limits.Ventilation Holes
Requirements for ventilation holes are applied to any permanent or detachable fasteners and supplementary components that protrude past the base of the guides. Ventilation holes are necessary to reduce the risk of suffocation if such parts come into contact with the child.Test Methods and Measurement Procedures
The document updates several test methods, specifying forces and measurements for lengths, cord thickness, and the widths of straps, ensuring products are tested consistently and in accordance with enhanced safety criteria.Translation Accuracy and Warning Phrases
The amendment corrects errors in the translation of safety warnings, making sure parents and caregivers in Slovenia receive accurate and clear instructions to avoid improper use and related hazards.
Applications
SIST EN 12586:2008/kFprA1:2010 applies to manufacturers, importers, and regulators of soother holders and child care articles. Practical benefits include:
Product Design and Manufacturing:
Ensures that soother holders are designed to minimize choking and strangulation hazards through specific construction, length limits, and prescribed safety features like ventilation holes.Compliance Testing:
Laboratories and quality assurance teams use the test methods described to verify that soother holders meet European safety regulations before market entry.Regulatory Oversight:
Provides a common benchmark for safety enforcement agencies to assess the suitability of soother holders in the market and mandate recalls or modification if requirements are not met.Consumer Information:
Enhances the accuracy of product warnings and ensures clear communication of hazards and correct usage, improving overall child safety for parents across Europe, including proper support for Slovenian-language instructions.
Related Standards
EN 12586:2007:
The original European standard on soother holders, which this document amends and clarifies.EN 1400:
European standard specifying requirements for soothers (pacifiers), complementing the scope of soother holder safety.EN 71 Series:
Standards relating to the safety of toys, relevant for manufacturers who produce products that may be handled or used similarly to soother holders.ISO 8124-1:

Summary
SIST EN 12586:2008/kFprA1:2010 is essential for ensuring that soother holders are designed, tested, and labeled to the highest standards of child safety. By addressing new designs and enhancing testing and translation accuracy, this standard supports manufacturers, regulators, and consumers in creating safer environments for infants and young children. Adhering to this standard helps meet both legal obligations and best practice in the European market for child care articles.
