SIST EN ISO 19901-1:2026
(Main)Specific requirements for offshore structures - Part 1: Metocean design and operating considerations (ISO 19901-1:2026)
General Information
- Abstract
This document provides two broad types of requirements for the determination and use of meteorological and oceanographic (metocean) conditions for the design, construction and operation of offshore structures:
those related to the determination of environmental conditions in general, together with the metocean parameters that are required to adequately describe them;
those related to the characterization and use of metocean parameters for the design, the construction activities or the operation of offshore structures.
This document covers the following environmental conditions and metocean parameters:
extreme and abnormal values of metocean parameters that recur with given return periods that are considerably longer than the design service life of the structure;
long-term distributions of metocean parameters in the form of cumulative, conditional, marginal or joint statistics of metocean parameters;
normal environmental conditions that are expected to occur frequently during the design service life of the structure.
Metocean parameters specified in this document are applicable to:
the determination of actions for the design of new structures;
the determination of actions for the assessment of existing structures;
the site-specific assessment of mobile offshore units;
the determination of limiting environmental conditions, weather windows, actions and action effects for pre-service and post-service situations (i.e. fabrication, transportation and installation or decommissioning and removal of a structure);
the operation of the platform, where appropriate.
It is beyond the scope of this document to provide detailed instructions that can be followed to produce reliable estimates of extreme or abnormal conditions in all areas and in all cases.

Overview
SIST EN ISO 19901-1:2026 sets out specific requirements for the consideration of meteorological and oceanographic (metocean) conditions in the design, construction, and ongoing operation of offshore structures, particularly in oil, gas, and low-carbon energy sectors. Developed by the Slovenian Institute for Standardization (SIST) and aligned with ISO 19901-1:2026, this standard provides clear guidance on the identification, analysis, and application of metocean parameters relevant to offshore projects worldwide. The standard is instrumental in promoting structural integrity, safety, and operational efficiency by ensuring that offshore assets are engineered to withstand environmental conditions.
Key Topics
- Determination of Environmental Conditions: Establishes procedures for assessing metocean parameters such as wind, waves, currents, tides, and storm surges.
- Metocean Data Collection: Outlines best practices for collecting reliable meteorological and oceanographic data to inform engineering decisions.
- Extreme and Abnormal Events: Offers methodologies for evaluating rare but critical environmental events that could surpass the operational or design life of offshore structures.
- Statistical Approaches: Encourages using cumulative, conditional, marginal, or joint statistics for accurately modeling long-term environmental conditions.
- Parameter Application: Describes how to utilize metocean data in design actions, assessments, and site-specific evaluations for both new and existing offshore infrastructure.
- Operational Windows: Supports determining limiting environmental conditions ("weather windows") crucial for safe fabrication, transport, installation, decommissioning, or removal processes.
- Expert Involvement: Emphasizes the role of experienced metocean professionals in interpreting environmental data, given the variability of global offshore environments.
- Quality and Verification: Recommends procedures for the validation of weather forecasts and ongoing monitoring, ensuring continuous operational safety and reliability.
Applications
SIST EN ISO 19901-1:2026 is essential for a variety of offshore engineering and operational activities, such as:
- Design of New Offshore Structures: Ensures platforms, rigs, and other installations are engineered to resist extreme metocean conditions over their lifespan.
- Assessment of Existing Structures: Provides criteria for evaluating environmental loads and potential impacts on structures in service.
- Mobile Offshore Units: Facilitates site-specific assessments for mobile and temporary installations, including jack-ups and floating units.
- Operational Planning: Guides the determination of safe operational limits and scheduling for activities like transport, installation, maintenance, and removal based on forecasted conditions.
- Risk Management: Aids in identifying vulnerabilities related to abnormal events, helping operators mitigate risks through informed design and operational decisions.
- Regulatory Compliance: Supports adherence to national and international regulations by providing a unified approach to environmental assessment in offshore contexts.
Related Standards
Organizations involved in offshore design, construction, and operation often reference the following standards alongside SIST EN ISO 19901-1:2026:
- ISO 19900: General requirements for offshore structures.
- ISO 19902: Fixed steel offshore structures.
- ISO 19903: Concrete offshore structures.
- ISO 19904-1: Floating offshore structures, including ship-shaped and cylindrical units.
- ISO 19905-1: Site-specific assessment of jack-ups.
- ISO 19906: Arctic offshore structures.
