Overview
SIST EN IEC 62841-4-6:2024/A11:2024 is a European standard developed by SIST that specifies the particular safety requirements for electric motor-operated hand-held tools, transportable tools, and lawn and garden machinery. Specifically, this amendment focuses on garden blowers, garden vacuums, and garden blower/vacuums. The document aligns with EU directives and machinery safety requirements, ensuring that these types of horticultural equipment maintain a high level of safety for operators and others in the vicinity.
This standard modifies and supplements general safety requirements already established in EN IEC 62841-1, tailoring guidance to address the unique hazards associated with this category of garden equipment. It is applicable to manufacturers, importers, and conformity assessors dealing with electric garden blowers and vacuums within the European market.
Key Topics
- Scope of Application: Covers all significant hazards relating to electric garden blowers, garden vacuums, and combination blower/vacuum types.
- Safety Requirements: Establishes specific requirements for marking, instructions, and protective features to mitigate operational risks.
- Noise and Vibration Measurement: Specifies standardized methods for measuring and declaring noise and vibration emissions, supporting user awareness and regulatory compliance.
- Battery Safety: Details expectations for tools equipped with integral batteries, including necessary isolation devices to enhance safety during servicing or maintenance.
- Conformance with EU Directives: Outlines the relationship between this standard and the essential health and safety requirements of Directive 2006/42/EC for machinery.
- Normative References: Lists relevant international standards, ensuring harmonization within the European regulatory context.
Applications
Organizations will benefit from applying the requirements of SIST EN IEC 62841-4-6:2024/A11:2024 in the following practical ways:
- Product Design and Manufacturing: Tool designers and manufacturers can utilize this standard to ensure their garden blowers and vacuums are built with the latest safety protocols, minimizing risks associated with noise, vibration, and mechanical hazards.
- Regulatory Compliance: Applying this standard supports product compliance with the EU Machinery Directive (2006/42/EC), which is a key requirement for CE marking and legal sale within the European Union.
- Product Testing and Certification: Testing laboratories and certification bodies use the prescribed measurement methods to validate noise and vibration emissions, supporting safe operator use and workplace standards.
- User Documentation: Clear marking and instructions help end users operate equipment safely, understand potential risks, and make informed choices about protective measures, such as the use of hearing protection.
- After-Sales Support: The specified requirements for battery isolation devices and servicing procedures contribute to safer maintenance and servicing operations.
Related Standards
For comprehensive compliance and to ensure best practices in product development, testing, and documentation, reference the following related standards:
- EN IEC 62841-1:2015 + A11:2022 - General requirements for electric motor-operated tools.

Part 4-6 supplements or modifies the corresponding clauses in EN 62841-1:2015 + A11:2022, so as to convert
it into the European Standard: Particular requirements for blowers, garden vacuums and garden
blower/vacuums.
Where a particular subclause of Part 1 is not mentioned in Part 4-6, that subclause applies. When this document
states “addition”, “modification” or “replacement”, the relevant text in Part 1 is to be adapted accordingly.
The following print types are used:
— requirements; in roman type;
— test specifications: in italic type;
— notes: in smaller roman type.
The terms defined in Clause 3 are printed in bold typeface.
Subclauses, notes, tables and figures which are additional to those in Part 1 are numbered starting from 101.
Clauses, subclauses, notes, tables, figures and annexes which are additional to those in IEC 62841-4-6:2022
are prefixed “Z”.
This document follows the overall requirements of EN ISO 12100.
This document has been prepared under a Standardization Request addressed to CENELEC by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.
For the relationship with EU Legislation, see informative Annex ZZ, which is an integral part of this document.
Compliance with the clauses of Part 1 together with Part 4-6 provides one means of conforming with the
essential health and safety requirements of the Directive concerned.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. CENELEC shall not be held responsible for identifying any or all such patent rights.

1 Modification to Clause 1, “Scope”
Add the following to the existing Clause 1:
“This document covers all significant hazards, hazardous situations or hazardous events relevant for machines
covered by this document.
NOTE Z101 Essential requirements not mentioned in Table ZZ.1 are deemed to be not applicable, because the
corresponding hazards are either not relevant for machines covered by this document or do not require specific action by
the designer.”
2 Modification to Clause 8, “Marking and instructions”
Replace the text and NOTE after 8.14.2 c) 102) with the following:
“8.14.2 Za) Replacement:
Emissions:
1) The noise emission, measured in accordance with Clause I.2, as follows:
— A-weighted emission sound pressure level L and its uncertainty K , where L exceeds 70 dB(A).
pA pA pA
Where L does not exceed 70 dB(A), this fact shall be indicated;
pA
— A-weighted guaranteed sound power level L .

2) Recommendation for the operator to wear hearing protection.
3) The vibration total value and its uncertainty measured in accordance with Clause I.3.
When the vibration total value does not exceed 2,5 m/s , this shall be stated.
When the vibration total value exceeds 2,5 m/s , its value shall be given in the instructions.
4) The following information:
— that the declared vibration total value(s) and the declared noise emission value(s) have been measured
in accordance with a standard test method and may be used for comparing one machine with another;
— that the declared vibration total value(s) and the declared noise emission value(s) may also be used
in a preliminary assessment of exposure.
5) A warning:
— that the vibration and noise emissions during actual use of the machine can differ from the declared
value depending on the ways in which the machine is used; and
— of the need to identify safety measures to protect the operator that are based on an estimation of
exposure in the actual conditions of use (taking account of all parts of the operating cycle such as the
times when the machine is switched off and when it is running idle in addition to the trigger time).”
3 Modifications to Annex I, “Measurement of noise and vibration emissions”
Replace the title of Annex I with the following:
“Annex I
(normative)
Measurement of noise and vibration emissions”
and delete the NOTE.
In I.2.2.1, replace the NOTE with the following one:
