Overview

ISO/FDIS 19085-20: Woodworking Machines - Safety - Part 20: Horizontal Cutting Cross-Cut Sawing Machines with One Saw Unit (Radial Arm Saws) sets forth the safety requirements for horizontal cutting cross-cut sawing machines, commonly known as radial arm saws. Developed by ISO/TC 39/SC 4, this international standard targets machines equipped with a single saw unit, designed for manual loading and/or unloading and capable of continuous production use. The primary objective is to minimize risks during operation, adjustment, and maintenance, addressing all significant hazards associated with such woodworking machines.

This standard focuses exclusively on machinery used for cutting solid wood and wood-like materials, alongside specified composites and certain plastics and metals. It is a crucial reference for designers, manufacturers, suppliers, importers, occupational safety authorities, and end-users involved in the woodworking industry who must ensure compliance with current health and safety practices.

Key Topics

ISO/FDIS 19085-20 covers a comprehensive range of safety concerns for radial arm saws, including:

  • Control System Safety: Requirements to ensure the reliability and safety of machine control systems, including protective interlocks and emergency stops.
  • Mechanical Hazard Protection: Measures to guard against risks stemming from moving parts, saw blade motion, and inadvertent access to hazardous zones.
  • Guarding Devices: Specification for fixed and interlocking movable guards, hold-to-run and two-hand control devices, and safety equipment to shield users from accidental contact.
  • Operational Controls: Detailed positioning and function of start/stop devices, clamping controls, and mechanisms for starting cutting strokes and clamping.
  • Braking and Speed Control: Requirements for tool braking capabilities and the safe modification of tool speeds, including belt shifts, speed change motors, and frequency inverters.
  • Workpiece Support and Guidance: Requirements for stable workpiece supports and guides, reducing risks of inaccurate cuts or material ejection.
  • Hazard Mitigation: Provisions for minimizing risks from fire, noise, chips and dust emission, electrical, pneumatic, and hydraulic hazards, as well as ergonomic and maintenance considerations.
  • Information for Use: Guidance on warning devices, marking requirements, and instruction handbooks for safe use and ongoing maintenance.

Applications

ISO/FDIS 19085-20 is applicable across the woodworking and panel processing industries, including:

  • Manufacturers: Ensures the design and construction of compliant radial arm saws for professional use.
  • Woodworking Shops: Provides a framework for safe operation, minimizing injury risk during cross-cutting, trimming, and processing timber or composite materials.
  • Health and Safety Inspectors: Serves as a basis for regulatory compliance, workplace audits, and accident prevention programs.
  • Maintenance Providers: Clarifies procedures for the safe maintenance and adjustment of sawing equipment, reducing downtime and hazard exposure.
  • Training Institutions: Forms a key resource for vocational training on woodworking safety protocols and standards.

By following the standard, operators and organizations can achieve improved workplace safety, reduced accident rates, and higher productivity through reliable, secure machine operation.

Related Standards

ISO/FDIS 19085-20 aligns with and references several other international standards and essential guidelines, including:

  • ISO 12100: Safety of machinery – General principles for design, risk assessment, and risk reduction.
  • ISO 13857: Safety of machinery – Safety distances to prevent hazard zones being reached by upper and lower limbs.
  • ISO 19085-1: Woodworking machines – Safety – Part 1: Common requirements, which provides foundational safety requirements for woodworking machinery.

Additional guidance and performance requirements may be found in related parts of the ISO 19085 series, as well as relevant regional and regulatory standards governing woodworking machine safety.

Introduction
The ISO 19085 series provides technical safety requirements for the design and construction of
woodworking machinery, as well as for the content of the relevant instruction handbook. It concerns
designers, manufacturers, suppliers and importers of the machines specified in the Scope.
This document is a type-C standard as defined in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (e.g. regulators, accident prevention organisations, market surveillance).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, for example, for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards (as defined in ISO 12100:2010), the requirements of this type-C standard take precedence over
the requirements of the other standards for machines that have been designed and built according to the
requirements of this type-C standard.
The full set of requirements for a particular type of woodworking machine are those given in the part of the
ISO 19085 series applicable to that type, together with the relevant requirements from ISO 19085-1:2021, to
the extent specified in the Scope of the applicable part of the ISO 19085 series.
As far as possible, the safety requirements of parts of the ISO 19085 series refer to the relevant clauses
of ISO 19085-1:2021. Each part includes replacements and additions to the common requirements given in
ISO 19085-1:2021.
All parts of the ISO 19085 series have the same structure, so that reference to ISO 19085-1:2021 is made
always and only from and to the same subclause number, last indent.
Clauses 1 to 3 are specific to each part and, therefore are distinct from ISO 19085-1:2021, Clauses 1 to 3.
For Clauses 4 to 7 and the annexes, each subclause in ISO 19085-1:2021, is cited as:
— confirmed as a whole;
— confirmed with additions;
— excluded in total; or
— replaced with specific text.
This is indicated by one of the following possible statements:
— “ISO 19085-1:2021, [subclause/Annex], applies.”;

vi
ISO/DIS 19085-20:2024(en)
— “ISO 19085-1:2021, [subclause/Annex], applies with the following additions.” or “ISO 19085-1:2021,
[subclause/Annex], applies with the following additions, subdivided into further specific subclauses.”;
— “ISO 19085-1:2021, [subclause/Annex], does not apply.”;
— “ISO 19085-1:2021, [subclause/Annex], is replaced by the following text.” or “ISO 19085-1:2021,
[subclause/Annex], is replaced by the following text, subdivided into further specific subclauses.”.
Other subclauses and annexes specific to this document are indicated by the introductory sentence:
“Subclause/Annex specific to this document.”

v
Introduction
The ISO 19085 series provides technical safety requirements for the design and construction of
woodworking machinery, as well as for the content of the relevant instruction handbook. It concerns
designers, manufacturers, suppliers and importers of the machines specified in the Scope.
This document is a type-C standard as stated in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organisations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, for example, for maintenance (small, medium and large enterprises);
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.
— confirmed as a whole;
— confirmed with additions;
— excluded in total; or
— replaced with specific text.
This is indicated by one of the following possible statements:
— “ISO 19085-1:2021, [subclause/Annex], applies.”;

vi
— “ISO 19085-1:2021, [subclause/Annex], applies with the following additions.” or “ISO 19085-1:2021,
[subclause/Annex], applies with the following additions, subdivided into further specific subclauses.”;
— “ISO 19085-1:2021, [subclause/Annex], does not apply.”;

Introduction
The ISO 19085 series provides technical safety requirements for the design and construction of woodworking
machinery, as well as for the content of the relevant instruction handbook. It concerns designers,
manufacturers, suppliers and importers of the machines specified in the Scope.
This document is a type-C standard as definedstated in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— — machine manufacturers (small, medium and large enterprises);
— — health and safety bodies (e.g. regulators, accident prevention organisations, market surveillance).,
etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the above-
mentioned stakeholder groups:
— — machine users/employers (small, medium and large enterprises);
— — machine users/employees (e.g. trade unions, organizations for people with special needs);
— — service providers, for example, for maintenance (small, medium and large enterprises);
— — consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting process
of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards (as defined in ISO 12100:2010),, the requirements of this type-C standard take precedence over the
requirements of the other standards for machines that have been designed and built according to the
requirements of this type-C standard.
The full set of requirements for a particular type of woodworking machine are those given in the part of the
ISO 19085 series applicable to that type, together with the relevant requirements from ISO 19085-1:2021, to
the extent specified in the Scope of the applicable part of the ISO 19085 series.
As far as possible, the safety requirements of parts of the ISO 19085 series refer to the relevant clauses of ISO
19085-1:2021. Each part includes replacements and additions to the common requirements given in ISO
19085-1:2021.
All parts of the ISO 19085 series have the same structure, so that reference to ISO 19085-1:2021 is made
always and only from and to the same subclause number, last indent.
Clauses 1Clauses 1 to 33 are specific to each part and, therefore are distinct from ISO 19085-1:2021, Clauses 1
to 3.
For Clauses 4Clauses 4 to 77 and the annexes, each subclause in ISO 19085-1:2021, is cited as:
— — confirmed as a whole;
vii
— — confirmed with additions;
— — excluded in total; or
— — replaced with specific text.
This is indicated by one of the following possible statements:
— — “ISO 19085-1:2021, [subclause/Annex], applies.”;
— — “ISO 19085-1:2021, [subclause/Annex], applies with the following additions.” or “ISO 19085-1:2021,
[subclause/Annex], applies with the following additions, subdivided into further specific subclauses.”;
— — “ISO 19085-1:2021, [subclause/Annex], does not apply.”;
— — “ISO 19085-1:2021, [subclause/Annex], is replaced by the following text.” or “ISO 19085-1:2021,
[subclause/Annex], is replaced by the following text, subdivided into further specific subclauses.”.
Other subclauses and annexes specific to this document are indicated by the introductory sentence:
“Subclause/Annex specific to this document.”

Access to the non-cutting area of the saw blade shall be prevented by a fixed guard, named top guard (see
Figure 2Figure 2, key Key 10, and Figure 3Figure 3, key Key 1).
The top guard shall extend at least down to the lowest point of the periphery of the saw flange. As an exception,
on machines provided with an automatically adjustable guard (Figure 3(Figure 3, key Key 2), the top guard
may extend at least down to the centre of rotation of the saw blade.
Access to the cutting area of the saw blade below the top guard shall be limited by either:
— a fixed guard (see Figure 2Figure 2, key Key 8) enclosing the whole cutting area of the saw blade at the
rest position, except a slot for the cutting stroke; or
— an automatically adjustable guard for each side of the saw blade (see Figure 3Figure 3, key Key 2), which
shall cover at least the sides of the saw blade teeth, together with a fixed guard impeding direct access
from the rear side of the machine ([see Figure 1Figure 1)) a), key) Key 1),], which shall be fitted with an
extraction outlet.
In addition, a manually adjustable guard, named front guard (see Figure 2Figure 2, key Key 11, and
Figure 3Figure 3, key Key 3), shall be provided, fulfilling the following requirements:
a) it shall be connected to the top guard;
b) it shall be easily adjustable, without the aid of a tool, down to at least 10 mm from the workpiece support,
for example(e.g. by means of a tilt lever;);
c) if non-transparent, the line of cut shall be indicated, for example (e.g. by a groove;);
d) any slot in its front shall not be wider than 8 mm;
e) it shall extend to the sides of the saw blade for at least 20 mm with a U-shape section.
If it is necessary to open or remove a guard for saw blade changing, this guard shall be an interlocking movable
guard, interlocked with the saw blade drive.
A handle shall be provided to move the saw unit during the cutting stroke. This handle shall be designed and
positioned so that ergonomic principles are observed (see also 6.56.5).).
In its rest position, the saw unit shall be provided with an automatic retaining latch. The retaining latch release
control shall be positioned on or adjacent to the handle for moving the saw unit along the arm to allow the
actuation of the release control and initiation of the pulling movement with one hand.
The saw unit shall automatically return to its rest position within 3 s for cutting strokes of less than 450 mm
and 5 s for cutting strokes of 450 mm or greater, for example (e.g. actuated by a spring or weight.). The
maximum speed of the return movement shall not exceed 1,0 m/s. No speed monitoring is required for this
movement.
Machines designed for saw blade diameters greater than 450 mm shall be fitted with a device to prevent the
saw unit from accelerating forward as the result of the saw blade binding into the workpiece. This may be
realised by fitting a hydraulic or mechanical limiting device, for example (e.g. an inertia reel restraint system.).
The arm shall be provided with a mechanical end stop to limit the cutting stroke capacity (see also 5.105.10).).
