Overview

prEN IEC 60704-2-8:2026-published by the International Electrotechnical Commission (IEC) and CENELEC (CLC)-specifies the test code for the determination of airborne acoustical noise emitted by household and similar electrical appliances, with a particular focus on electric shavers, hair clippers, and trimmers. This part (2-8) supplements the general requirements outlined in IEC 60704-1:2021 and details specific methods and conditions for measuring noise emissions from these appliances, supporting manufacturers, testing laboratories, and regulatory bodies in their efforts to standardize acoustical performance evaluation.

Key Topics

  • Scope and Applicability
    • Applies to electrically powered shavers, hair clippers, and trimmers for domestic and similar purposes.
    • Includes both battery-operated and rechargeable types.
    • Can be extended to analogous electrically operated grooming devices, such as depilation equipment.
  • Terminology
    • Defines key terms related to types of devices and accessories (e.g., rechargeable trimmers, battery-powered devices, trimmer accessory).
  • Test Conditions
    • Specifies standard conditions for preparation, cleaning, lubrication, and stabilization before measurement.
    • Devices are measured under normal or “no-load” operation, often at their highest speed.
  • Measurement Methods
    • Noise determination based on A-weighted sound pressure level.
    • Recommends direct and comparison methods with requirements for acoustical environments, microphone positioning, and test duration.
    • Addresses considerations for measurement uncertainties and conditions affecting reproducibility and repeatability.
  • Test Reporting
    • Details on the information to be recorded and reported for consistent, transparent results.

Applications

Implementing prEN IEC 60704-2-8:2026 aids a variety of stakeholders:

  • Manufacturers: Enables consistent benchmarking and product development aimed at quieter grooming appliances, thus improving consumer satisfaction regarding noise emissions.
  • Testing Laboratories: Provides a reliable, internationally recognized procedure for measuring and reporting airborne acoustical noise, ensuring comparability of results between different labs and countries.
  • Regulators: Supports compliance monitoring and enforcement of noise emission standards, contributing to environmental health and quality of life.
  • Consumers: Benefits indirectly from more accurate and transparent noise labeling, facilitating informed purchasing decisions and promoting quieter appliances for everyday use.

Related Standards

  • IEC 60704-1:2021 – General requirements for household and similar electrical appliances regarding acoustical noise; this standard is a foundational reference for 60704-2-8.
  • IEC 62863:2017 – Specifies methods for measuring performance of electric hair clippers or trimmers used in households.
  • IEC 61254 – Focuses on electric shavers for household use, specifically addressing evaluation of user experience and satisfaction.
  • ISO 3743-1, ISO 3743-2, ISO 3744 – Standards for requirements of acoustical test environments and procedures relevant to noise emission measurements.

By adhering to prEN IEC 60704-2-8:2026, stakeholders across the appliance life cycle-from design and manufacturing to testing and regulation-can ensure harmonized assessment of noise emissions. This improves product transparency, fosters regulatory alignment, enhances user satisfaction, and drives advances in low-noise appliance development.

33 FOREWORD
34 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
35 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
36 co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
37 in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
38 Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
39 preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
40 may participate in this preparatory work. International, governmental and non-governmental organizations liaising
41 with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
42 Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
43 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
44 consensus of opinion on the relevant subjects since each technical committee has representation from all
45 interested IEC National Committees.
46 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
47 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
48 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
49 misinterpretation by any end user.
50 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
51 transparently to the maximum extent possible in their national and regional publications. Any divergence between
52 any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
53 5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
54 assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
55 services carried out by independent certification bodies.
56 6) All users should ensure that they have the latest edition of this publication.
57 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
58 members of its technical committees and IEC National Committees for any personal injury, property damage or
59 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
60 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
61 Publications.
62 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
63 indispensable for the correct application of this publication.
64 9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of patent
65 rights. IEC shall not be held responsible for identifying any or all such patent rights.
66 International Standard IEC 60704-2-8 has been prepared by subcommittee 59L: Small
67 household appliances, of IEC technical committee 59: Performance of household and similar
68 electrical appliances.
69 This third edition cancels and replaces the second edition published in 2020. This edition
70 constitutes a technical revision.
71 This edition includes the following significant technical changes with respect to the previous
72 edition:
73 a) it is adjusted with respect to IEC 60704-1:2021;
74 b) stabilizing period and check of the battery status has been redefined;
75 c) position of the appliance during test redefined.
