This document is applicable to electrical insulating protective clothing used by skilled persons when they are working on or near live parts of low-voltage installations at nominal voltages up to 500 V AC. The purpose of this clothing is to prevent dangerous current from passing through persons when there is a risk of unintentional contact with several live parts located in and around the working area. This document does not deal with protection against the effects of an electric arc, DC applications and voltages higher than 500 AC. The products designed and manufactured according to this document contribute to the safety of the users provided they are used by skilled persons, in accordance with safe methods of work and the instructions for use.

Le présent document s'applique aux vêtements de protection isolants électriques utilisés par les personnes qualifiées lorsqu'elles travaillent sur ou à proximité des parties sous tension des installations à basse tension à des tensions nominales allant jusqu'à 500 V en courant alternatif ou 750 V en courant continu. Le but de ce vêtement, lorsqu'il est utilisé avec d'autres EPI, comme des bottes, des gants, etc., est d'empêcher le passage d'un courant dangereux à travers les personnes lorsqu'il existe un risque de contact involontaire avec plusieurs parties sous tension situées dans et autour de la zone de travail. Introduction
This document complies with the electrical insulating requirements set out by CLC/TC 78 and with the non-
electrical requirements set out by CEN/TC 162. This insulating clothing is recognized as a PPE according to
PPE Regulation 2016-425.
Electrical insulating protective clothing was developed primarily for use by workers for work on low-voltage
overhead lines.
For the moment, there is no withstand test applicable to products where the principle risk is of unintentional
contact with live parts, and such a test is not included in the present document. However, despite this Iack, it is
considered that a satisfactory Ievel of electrical protection is provided by compliance with this document for both
the proof tests and the periodic electrical inspections.
For the moment, no test is available in relation to the risk of workers exposure to an electrical arc generated by
Iow-voltage installations. This task is presently under study by CLC/TC 78 WG 7.
This document has been drafted in accordance with the ISO/IEC Directives, Part 2.
Terms and definitions defined in Clause 3 are given in italic print throughout this document.
1 Scope
This document is applicable to electrical insulating protective clothing used by skilled persons when they are

4 Requirements
4.1 Non-electrical requirements
4.1.1 General
General requirements for electrical insulating protective clothing for low-voltage installations which are not
specifically covered in this this document shall be in accordance with EN ISO 13688:2013 .
4.1.2 Design requirements
The electrical insulating protective clothing shall consist the full protection of the body by using a jacket with
hood and trousers or an overall with a hood.
No metal parts shall be on the outside of the electrical insulating protective clothing.
The colour of the electrical insulating protective clothing shall be bright.
A red colour is recommended. This colour may differ from colour code marking of the label (If used, the IEC
code for Class 00 is beige).
4.1.3 Size designation and fit
The design of the electrical insulating protective clothing shall be in accordance with the requirements of
EN ISO 13688:2013 , Clause 6.
The dimensions of the electrical insulating protective clothing shall be selected in such a way that this clothing
can be worn over the normal working clothing. The bottoms of the trousers or overall legs shall be wide enough
to be worn over footwear.
Where protection is provided by a two-piece suit, sufficient overlap shall be ensured. It shall be determined, that
when correctly sized for the wearer, an overlap between the jacket and trousers remains when one standing
wearer firstly fully extends both arms above the head and then bends over until the fingertips touch the ground
when tested according to 5.2.1
4.1.4 Pockets and flaps
The number of pockets in the protective clothing shall be limited to two. The protective suit shall have one pocket
for the jacket and one for the trousers. The protective overall shall have two pockets located in similar positions.
One pocket shall be placed at the chest Ievel to the jacket or the overall. One pocket shall be placed laterally to
the thigh to the trousers. The pockets shall be equipped with flaps which shall have hook and loop fasteners.
All flaps shall be at least 20 mm wider than the opening (at least 10 mm on each side) to prevent the flap from
being tucked into the pocket.
4.1.5 Closures and seams
All seams, except hem-seams, shall be made in such a way that they do not impair the electrical properties.
Cuffs shall be provided with closures to reduce their width.
Any zip-fasteners necessary to close the jacket, the trousers or the overall shall be made from insulating
material. However, if metal parts are used for the slider or for the terminal pieces of the zip-fastener, they shall
be covered with insulating material.
The closures shall be designed with a protective cover flap on the outside of the clothing.
The length of the zip-fastener shall correspond to the design of the jacket or the overall. The slide fastener of
the zipper shall be designed to lock when completely closed. The flap shall be equipped with a hook and loop
fastener, which covers at least the whole length of the zip-fastener.
The trousers shall be equipped with a fly which is closed over its length by a zip-fastener. The fly shall be
covered by a flap which shall have a hook and loop fastener over the whole length.
4.1.6 Additional requirements
The hood shall be securely attached to the jacket or overall.
The hood front edge shall be designed to fit closely to the face, face shields and/or to the insulating helmets. If
a cord is used, it shall be made of electrical insulating material, shall be flame retardant and shall be taken into
a cord tunnel.
The trousers shall be equipped with braces which shall be securely connected to the trousers and shall be
adjustable or elasticated.
4.1.7 Limited flame spread
To prevent the risk of increase of injury if the clothing becomes inflamed the following requirements for the
limited flame spread shall be applied.
All outer layer and innermost layer materials except for an intermediate layer that is used for specific protection
other than heat protection, for example electrical insulation, shall fulfil the requirements listed in Table 1 (testing
in accordance with 5.2.2):

Property Requirement
Flame spread No test specimen shall permit any part of the lowest boundary of any flame to
reach the upper or either vertical edge.
Flaming debris No test specimen shall give flaming or molten debris.
Hole formation No test specimen shall give hole formation of 5 mm or greater in any direction,
except for an interlining that is used for specific protection other than heat and
flame protection.
Afterglow Afterglow time shall be ≤ 2 s.
A glowing inside the charred area is defined in EN ISO 15025:2016 as
afterglow without combustion and for the purpose of this clause is not regarded
as afterglow.
After-flame After-flame time shall be ≤ 2 s.
4.1.8 Tear resistance
Woven and laminated outer material shall have a tear resistance of at least 15 N for weight higher than 220 g/m
or at least 10 N for weight of 220 g/m or below in the machine and the cross directions when tested according
to 5.2.3.
4.1.9 Tensile strength
Woven and laminated outer material shall have a tensile strength of at least 400 N for weight higher than

220 g/m or at least 250 N for weight of 220 g/m or below in the machine and the cross directions when tested
according to 5.2.4.
4.1.10 Water-vapour resistance
The textile material water-vapour resistance R value shall not exceed 25 Pa*m /W according class 3 of Table 3
et
of EN 343:2019 (testing in accordance with 5.2.5).
4.1.11 Water penetration
The first water-drop on the textile material as well as the seams shall not penetrate below 13 000 Pa according
class 3 of EN 343:2019 (testing in accordance with 5.2.6).
4.1.12 Dimensional change due to laundering and/or cleaning
Woven and laminated outermost and innermost material shall have a dimensional change not exceeding ± 3 %
in either length or width direction when tested according to 5.2.7.
Knitted outermost and innermost material shall have a dimensional change not exceeding ± 5 % when tested
according to 5.2.7.
NOTE To verify the shrinkage of each single layer in a multi-layer assembly, it can be helpful to test the assembly
closed by sewing around the edges.
4.2 Electrical requirements
The protective clothing material shall pass a dielectrical proof test, in accordance with 5.3.2, of:
— 2,5 kV under dry conditions;
— 2,0 kV under moisture conditions;
— 1,5 kV after rain.
4.3 Marking
The marking shall meet the general requirements of marking in EN ISO 13688:2013 , 7.1.
The outer side of each of the flaps of the pockets on the jacket, trousers and overall shall be marked with the
symbol double triangle with the height of the Figure X = 16 mm or 25 mm (see Figure A.1) assigned with “500
V” for the whole Iabel and the number of the relevant EN standard immediately adjacent to the symbol
(EN 50286) followed by the date of publication (2025).
Each article of protective clothing shall be marked on the inner side of the clothing.
Additional marking for electrical use shall be the following:
— postal address to which they can be contacted;
— symbol IEC 60417-5216:2002-10 – Suitable for live working; double triangle (see Annex A, Figure A.1);
NOTE The exact ratio of the height of the figure to the base of the triangle is 1,43. For the purpose of convenience,
this ratio can be between the values of 1,4 and 1,5.
— “500 V” and number of the relevant EN standard immediately adjacent to the symbol (EN 50286) followed
by the date of publication (2025);
— marking of the date of entry into service
— Serial or production number
— date of manufacture.
The marking or label shall not impair the quality of the protective clothing.
It shall be durable and shall remain visible after being subjected to a durability test according 5.4.
The suitable panel consists of, e.g. a linen strip of at least 60 mm x 80 mm on which marking shall be applied
to indicate date of periodic inspections.
The panel may be combined with the marking Iabel.
Any additional marking or label shall be subject to agreement between the manufacturer and the customer. This
should not affect the understanding or interpretation of the mandatory markings.
4.4 Instructions for use
Each electrical insulating protective clothing shall be accompanied by the instructions for use, which contain the
information necessary for use, maintenance and the potential risk of limited effectiveness of electrical insulation
according to conditions of use (i.e. mechanical or chemical attack/damage).
Instructions for use shall be given in the language of the user. All information should be unambiguous.
Instructions for use shall be in accordance with EN ISO 13688:2013 , Clause 8 (except 8 a)) for general purpose
and shall contain additional instructions for electrical use as a minimum:
— explanation of the symbol “double triangle” (see Annex A);
— information that working on or near live parts of overhead lines shall cease if thunderstorms or rain showers
are perceptible at the working site;
— instruction for use and maintenance in respect of potential risk of loss of protection due to ageing, limited
effectiveness of insulation according to the conditions of use;
— information that the electrical protective clothing shall only be used for working on or near live parts of low
voltage installations at nominal voltage up to 500 V AC;
— information about examination before use and periodic inspection and in which manner they shall be
marked on the marking panel.

5 Type tests
5.1 General
