Overview

prEN IEC 62053-22:2026 specifies the particular requirements for static electricity meters intended for measuring AC active energy in 50 Hz or 60 Hz networks, focusing on high-accuracy classes 0,1S, 0,2S, and 0,5S. Developed under the CLC and IEC frameworks, this standard addresses meters operated by transformers or transducers and sets type test protocols for ensuring reliability and precision. It is a critical standard for manufacturers, utility providers, and testing laboratories concerned with electricity metering, energy management, and electrical compliance.

Key purposes are to:

  • Define type testing requirements for static meters of high accuracy.
  • Ensure interoperability and measurement reliability across international electricity supply systems.
  • Clarify accuracy requirements and permissible error margins under varying influences.

Key Topics

prEN IEC 62053-22:2026 covers essential criteria for electricity metering equipment, including:

  • Meter Classes and Application
    Applies to static meters in classes 0,1S, 0,2S, and 0,5S for active energy measurement.
  • Operation Modes
    Addresses transformer-operated and transducer-operated meters, aiming to ensure verified performance in various test scenarios.
  • Electrical Characteristics
    Sets reference values for voltage, nominal and maximum current, starting current, and transitional current signals according to established standards.
  • Accuracy Requirements
    Details permissible errors at reference conditions, repeatability, and limits of error shift caused by influence quantities like temperature, harmonics, electromagnetic fields, and others.
  • Environmental and External Influences Outlines requirements for climatic tests and resilience to external factors such as magnetic fields, power frequency disturbance, and voltage variation.
  • Construction and Marking Defines documentation, labeling, and minimum construction parameters in alignment with general meter standardization.

Notably, this standard does not address anti-tampering requirements, portable meters, or electricity metering combinations involving multiple remote devices.

Applications

This standard is vital across the electricity metering value chain:

  • Utility Metering Installations
    Ensures sound basis for procurement and type-testing of high-accuracy billing meters used indoors and outdoors in various environments.
  • Industrial and Commercial Energy Management
    Provides performance benchmarks for energy measurement systems requiring precise and reliable data for cost allocation, grid management, and load balancing.
  • Test Laboratories and Certification
    Acts as the reference standard for metering type tests, enabling independent validation of meter accuracy and conformity.
  • National Standardization and Regulatory Compliance Supports harmonization of metering requirements across European and international contexts by aligning with related IEC and CENELEC standards.

The specification's focus on high-accuracy classes is especially important for segments where energy flows and billing disputes require minimized measurement uncertainty.

Related Standards

prEN IEC 62053-22:2026 is designed for use alongside several key international and European metering standards, including:

  • IEC 62052-11 – General requirements, tests, and test conditions for metering equipment.
  • IEC 62052-31 – Product safety requirements and tests.
  • IEC 62053-21 – Particular requirements for static meters for lower accuracy (classes 0,5, 1, and 2).
  • IEC 62053-23 / IEC 62053-24 – Reactive and fundamental component energy metering.
  • IEC 62055-31 – Specifications for static payment meters.
  • IEC 61869-2 – Current transformers for accuracy matching.
  • IEC 62058 and IEC 62059 series – Inspection and dependability methods.
  • IEC 61557-12 / IEC 62586 series – Power metering and power quality instrument requirements.

Proper application of prEN IEC 62053-22:2026 ensures that static electricity meters meet stringent accuracy, durability, and interoperability benchmarks, supporting efficient and equitable energy management in modern networks.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for
standardization comprising all national electrotechnical committees (IEC National Committees).
The object of IEC is to promote international co-operation on all questions concerning
standardization in the electrical and electronic fields. To this end and in addition to other
activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National
Committee interested in the subject dealt with may participate in this preparatory work.
International, governmental and non-governmental organizations liaising with the IEC also
participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two
organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as
possible, an international consensus of opinion on the relevant subjects since each technical
committee has representation from all interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted
by IEC National Committees in that sense. While all reasonable efforts are made to ensure that
the technical content of IEC Publications is accurate, IEC cannot be held responsible for the
way in which they are used or for any misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC
Publications transparently to the maximum extent possible in their national and regional
publications. Any divergence between any IEC Publication and the corres ponding national or
regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies
provide conformity assessment services and, in some areas, access to IEC marks of conformity.
IEC is not responsible for any services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including
individual experts and members of its technical committees and IEC National Committees for
any personal injury, property damage or other damage of any nature whatsoever, whether direct
or indirect, or for costs (including legal fees) and expenses arising out of the publication, use
of, or reliance upon, this IEC Publication or any other IEC Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced
publications is indispensable for the correct application of this publication.

IEC 62053-22 has been prepared by IEC technical committee 13: Electrical energy
measurement and control. It is an International Standard.
This third edition cancels and replaces the second edition published in 2020. This edition
constitutes a technical revision.
This edition includes the following significant technical changes with respect to the previous
edition:
a) Normative references have been updated;
b) Transducer-operated meters included in scope (tested without transducers);
c) The transitional current has been introduced;
d) The starting current, minimum current and maximum current have been expressed as
fractions of the transitional current;
e) The test "Ripple on DC supply voltage" has been introduced;
f) Figures in Annex A have been revised.
The text of this International Standard is based on the following documents:
