Overview

EN 50625-2-4:2017 (CLC) specifies European treatment requirements for photovoltaic (PV) panels listed under Annex 4 of the WEEE Directive. The standard applies to PV panels with a minimum surface area of 0.2 m² and covers treatment activities up to end-of-waste, or until PV fractions are recycled, recovered or disposed. It supplements EN 50625-1 (General treatment requirements) and addresses all operators, facilities (including mobile installations), handling, sorting and storage involved in PV panel treatment.

Key topics and technical requirements

  • Scope & definitions
    • Applies to both silicon-based (Si) and non-silicon-based (non‑Si) PV panels; definitions and product attributes are described (see Annex AA).
  • Administrative & infrastructure
    • Operators must have suitable infrastructure, impermeable treatment/storage surfaces, safe access/egress and site security.
    • A documented risk management process and identification of PPE needs (gloves, eye protection, masks, safety shoes, suits).
  • Handling, storage & safety
    • Controls to avoid hazards from broken glass, dust and electrocution (live PV modules in light).
    • Storage requirements prior to treatment reference Part 1 provisions.
  • De-pollution (removal of hazardous substances)
    • Removal technologies must achieve specified de-pollution requirements (e.g., separation of metallic lead / lead solder).
    • Non‑Si PV panels must have technologies to remove hazardous substances in the semiconductor layer (e.g., cadmium, selenium, indium) to meet de-pollution limits.
    • Fractions containing hazardous substances must not be diluted or mixed to lower concentration.
  • De-pollution monitoring
    • Regular, representative monitoring of hazardous substances in output glass fractions intended for recycling or recovery; measurements must meet defined limit values (detailed in related technical specs).
  • Batch testing & separation
    • Operators must identify non‑Si panels and avoid mixed treatment; if mixed treatment occurs, yearly batch testing (Annex D) is required to verify de-pollution performance.
  • Annexes
    • Normative annexes cover de-pollution, monitoring, recycling/recovery rate determination, and batch processing; informative annexes include materials requiring selective treatment and documentation templates (Annex AA for product attributes).

Applications and who uses it

  • Target users: PV panel recyclers, WEEE treatment operators, mobile treatment providers, waste management companies, environmental compliance officers, regulators, auditors and PV system decommissioning teams.
  • Practical uses:
    • Designing treatment facilities and mobile units.
    • Developing safe handling, storage and de-pollution procedures.
    • Implementing monitoring programs and documentation to demonstrate compliance with the WEEE Directive.
    • Supporting downstream recycling, recovery targets and preventing improper export of PV waste.

Introduction
This clause of Part 1 is replaced with the following:
This European Standard aims to assist organisations in:
— achieving effective and efficient treatment of waste photovoltaic panels in order to prevent pollution and
minimize emissions;
— promoting increased material recycling;
— promoting high quality recovery operations;
— preventing inappropriate disposal of photovoltaic panels and fractions thereof;
— assuring protection of human health and safety, and the environment;
— preventing shipments of waste photovoltaic panels to operators whose operations fail to comply with this
normative document or a comparable set of requirements.
This European Standard supports the objectives of the Community's environment policy. These aim to
preserve, protect and improve the quality of the environment, protect human health and utilize natural
resources prudently and rationally. That policy is based on the precautionary principle and the maxims that
preventive action to minimize environmental damage should, where possible, be rectified at source and the
polluter should pay.
This European Standard contains requirements applicable to the treatment of photovoltaic panels and is a
Part 2 of EN 50625-1, Collection, logistics and Treatment requirements for WEEE - Part 1: General
treatment requirements.
This European Standard has been prepared in order to support European legislation under European
Commission mandate M/518 and so uses some of the terms defined in European law.
1 Scope
This clause of part 1 is replaced with the following:
This European Standard is applicable to the treatment of photovoltaic panels as mentioned in the WEEE
Directive under Annex 4.

This European Standard applies to the treatment of photovoltaic panels until end-of-waste status is fulfilled,
or photovoltaic panel fractions are recycled, recovered or disposed.
This European Standard addresses all operators involved in the treatment including related handling, sorting
and storage of photovoltaic panels. This European Standard applies to all facilities including those whose
treatment operations using mobile treatment installation.
