Overview
FprEN 18298 is a draft European standard developed by CEN (European Committee for Standardization) regulating the testing methods for specific elements and parameters in certain material types when used as components in fertilizing products. The standard applies to three main categories: by-products, thermal oxidation materials and derivatives, and recovered high-purity materials. Its main goal is to ensure the safety, quality, and regulatory compliance of these materials as required by Regulation (EU) 2019/1009 for fertilizing products placed on the EU market.
By specifying standardized methods for the determination of elements and parameters such as iron, zinc, copper, cobalt, manganese, dry matter, and organic carbon, FprEN 18298 supports manufacturers, laboratories, and regulatory authorities in providing consistent, reliable, and comparable data for compliance and quality assurance.
Key Topics
Material Categories Covered:
- By-products (as defined by Directive 2008/98/EC, CMC 11)
- Thermal oxidation materials and derivatives (CMC 13)
- Recovered high-purity materials (CMC 15)
Determination of Specific Elements (by-products):
- Total iron content
- Total zinc content
- Total copper content
- Total cobalt content
- Total manganese content
Determination of Specific Parameters:
- Dry matter content (all material types)
- Total organic carbon content (by-products, recovered high-purity materials)
Normative Analysis Methods:
FprEN 18298 specifies references to standardized analysis and test methods that provide clear and harmonized procedures for all determinations mentioned.
Applications
FprEN 18298 provides practical guidance and requirements for the following key stakeholders:
Fertilizing Product Manufacturers:
- Ensures raw materials and components such as by-products, thermal oxidation materials, and recovered high-purity materials meet compositional and safety requirements.
- Supports conformity assessment needed for CE marking under EU regulation for fertilizing products.
Testing Laboratories:
- Lays out the accepted analytical methods for measuring required element and parameter levels, helping laboratories produce results that are accepted across the EU.
Regulatory Authorities:
- Offers a common standard to assess and verify compliance during market surveillance, product approval, and certification processes.
Product Development & Quality Assurance:
- Enables the development and improvement of innovative fertilizing products based on reliable, standardized test data.
- Reduces risk of regulatory non-compliance and enhances market access across the EU.
Environmental and Safety Assurance:
- By ensuring trace elements and composition are within regulatory limits, the standard helps protect users, crops, soil, and the broader environment.

Introduction
An EU fertilizing product consists solely of component materials complying with the requirements for
one or more of the component material categories (CMCs), as specified in the Regulation (EU) 2019/1009
[1]. This regulation lays down the rules on the making available on the market of EU fertilizing products
and the specific safety and quality requirements for the CMCs.
By-products within the meaning of Directive 2008/98/EC have been classified as CMC 11, thermal
oxidation materials or derivates as CMC 13 and recovered high purity materials as CMC 15, in Regulation
(EU) 2019/1009 [1].
In this document the normative references of the test methods to be used for these CMCs are defined in
order to measure the compliance with the related requirement in the Regulation (EU) 2019/1009 [1].
