This document is intended to be used in conjunction with prEN ISO 3691-1:2025. These requirements are supplementary to those stated in prEN ISO 3691-1:2025.
This document deals with the following significant hazards, hazardous situations or hazardous events relevant, when it is used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer:
- electrical requirements;
- noise emissions;
- vibration;
- visibility.
This document defines supplementary requirements to prEN ISO 3691-1:2025:
- brakes;
- travel and braking controls - additional operation from alongside pedestrian-controlled and stand-on trucks;
- lift chains;
- overhead guard;
- operator’s seat;
- operator restraint system;
- automatic battery charging;
- information for use (instruction handbook and marking).
Annex A (informative) contains the list of significant hazards covered by this document.

EN 16307-1:2020:
— requirements in respect of visibility (see 4.10) and verification of safety requirements and/or
protective measures (see Clause 5) have been changed;
— requirements in respect of travel speed, protection against crushing, shearing and trapping and
lifting machinery have been deleted because they were added to prEN ISO 3691-1:2025;

requirements and verification:

This document is intended to be used with EN ISO 3691-1, Industrial trucks — Safety requirements and
verification — Part 1: Self-propelled industrial trucks, other than driverless trucks, variable-reach trucks
and burden-carrier trucks.
Introduction
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.
The EN 16307 series of standards covers safety requirements and their verification for industrial trucks
as defined in ISO 5053-1 that are not covered exhaustively by the EN ISO 3691 series.
1 Scope
This document specifies requirements for the types of industrial trucks specified in the scope of
prEN ISO 3691-1:2025.
This document is intended to be used in conjunction with prEN ISO 3691-1:2025. These requirements
are supplementary to those stated in prEN ISO 3691-1:2025.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in EN ISO 12100:2010,
ISO 5053-1:2020 and prEN ISO 3691-1:2025 and the following applies.

4 Safety requirements and/or protective measures
4.1 General
Machinery shall comply with the safety requirements and/or protective measures of 4.2 to 4.14. In
addition, the machine shall be designed according to the principles of EN ISO 12100:2010 for relevant
but not significant hazards which are not dealt with by this document.
The following applies to the self-propelled industrial trucks, other than driverless trucks, variable-reach
trucks and burden-carrier trucks, dealt with in prEN ISO 3691-1:2025. These are additional to the
requirements of prEN ISO 3691-1:2025 and, in certain instances, replace them.
4.2 Electrical/electronic requirements
Electrical systems and equipment and where applicable the required performance levels (PLr) thereof
shall be in accordance with EN 1175:2020.
4.3 Brakes
The requirements of prEN ISO 3691-1:2025, 4.3.1 shall apply, except the reference to ISO/TS 3691-8,
with the following addition:
The parking and service brakes of trucks that can travel with an elevated operator position and/or
elevated load above 500 mm, and up to and including 1 200 mm, are subject to the following
requirements:
— for travel speeds up to and including 9 km/h, parking brakes shall be in accordance with
ISO 6292:2020, 6.2.2 a), and service brakes shall comply with the specifications of ISO 6292:2020,
Table 2, Group C;
— for travel speeds above 9 km/h, parking brakes shall be in accordance with ISO 6292:2020, 6.2.2 b)
and service brakes shall comply with the specifications of ISO 6292:2020, Table 2, Group A1.
4.4 Travel and braking controls - additional operation from alongside pedestrian-
controlled and stand-on trucks
The requirements of prEN ISO 3691-1:2025, 4.4.2.7 shall apply, except the reference to ISO/TS 3691-8,
with the following addition:
Low-lift order-picking trucks provided with a system that allows operating while walking alongside the
truck are subject to the following requirements:
— activation of the travel control device from alongside of the truck shall only be possible when the
truck is stationary;
— the travel control shall be a hold-to-run control and the speed shall not exceed 4 km/h while
operating the travel control from alongside of the truck;
— braking function shall be automatically applied when the travel control device is released.
4.5 Lift chains
The requirements of prEN ISO 3691-1:2025, 4.6.1 shall apply, except the reference to ISO/TS 3691-8,
with the following addition:
The minimum safety factor of the lifting mechanism, K1, shall be as follows:
— for trucks ≤ 10 000 kg rated capacity:
K1 ≥ 5
— for trucks > 10 000 kg rated capacity:
K ≥ 5 − 0,2(Q′ − 10), but not less than 4
where Q′ is the rated capacity of the truck, in tonnes.
4.6 Operator’s seat
The requirements of prEN ISO 3691-1:2025, 4.7.4 shall apply with the following addition:
The operator’s seat shall be specified and marked in accordance with EN 13490:2001+A1:2008.
4.7 Loading control
Rider-controlled counterbalance lift trucks (ISO 5053-1:2020, 3.3 and 3.7) shall provide a warning to the
operator when a load is picked up within 1,8 m of ground level that exceeds the maximum capacity on
the plate of the truck except where the lifting system prevents lifting more than 130 % of the maximum
capacity.
NOTE This requirement is limited to rider-controlled counterbalance trucks because a significant risk only is
seen for rider-controlled counterbalance trucks, the risk for other truck types is not rated significant.
The warning shall be initiated at maximum capacity −0 % +30 %. It shall be audible, visual or both and
maintained as long as the overload is detected.
This safety function shall have PLr = a in accordance with EN ISO 13849-1:2023.
This requirement shall apply with the truck at stationary state.
NOTE Loading control systems are for stationary trucks performing loading or placing functions on
substantially firm, smooth, level and prepared surfaces. They do not cover the risk due to lateral instability or
instability when travelling.
4.8 Lateral stability
The requirements of prEN ISO 3691-1:2025, 4.8.1 shall apply.
In addition, counterbalance lift trucks other than rough terrain counterbalance trucks, that have a centre
control, sit down, non-elevating operator, with a rated capacity up to and including 5 000 kg shall comply
with EN 16203:2014.
4.9 Overhead guard
The requirements of prEN ISO 3691-1:2025, 4.9.1 shall apply with the following addition:
Stand on double-stacker trucks as defined in ISO 5053-1:2020, 3.17, can provide a lift height up to and
including 2 300 mm without an overhead guard fitted. The following shall apply when lifting above
1 800 mm:
a) Travel speed to be automatically limited to 6 km/h maximum.
b) These trucks shall fulfil the requirement for a load backrest extension according to
prEN ISO 3691-1:2025, 4.9.2.
c) These trucks shall be fitted with a warning sign, see 6.2.2.
d) Information of the specific requirements shall be provided in the instruction handbook, see 6.1.2.
NOTE Restricted to double-stacker trucks because of the specific use of this truck type for loading and
unloading vehicles e.g. lorries and trailers (simultaneous stacking and retrieval of 2 loads).
4.10 Visibility
The requirements of prEN ISO 3691-1:2025, 4.10.1 shall apply except the reference to
ISO/TS 3691-8:2019, with the following modification.
The requirements of the EN 16842 series shall apply. EN 16842-1:2018 defining the basic test criteria
and requirements for all applicable truck types shall be applied in conjunction with the truck type specific
part of EN 16842:
— sit-on counterbalance trucks and rough terrain masted trucks up to and including 10 000 kg capacity:
EN 16842-2:2018;
— reach trucks up to and including 10 000 kg: EN 16842-3:2018;
— industrial variable reach trucks up to and including 10 000 kg capacity: EN 16842-4:2019;
— industrial variable-reach trucks greater than 10 000 kg capacity: EN 16842-5:2021;
— sit-on counterbalance trucks and rough terrain masted trucks greater than 10 000 kg capacity:
EN 16842-6:2018;
— masted container trucks handling freight containers of 6 m (20 ft) length and longer:
EN 16842-7:2018;
— stand-on counterbalance trucks up to and including 10 000 kg capacity: EN 16842-8:2021;
— order-picking, lateral- and front-stacking trucks with elevating operator position:
EN 16842-9:2019;
— towing and pushing tractors and burden carrier: EN 16842-10:2020.
NOTE Further parts of the EN 16842 series for specific truck types under the general scope of EN ISO 3691-1
are under development, see the EN 16842 series.
4.11 Reduction of noise by design
4.11.1 General
Industrial trucks shall be designed and constructed such that risks resulting from the emission of
airborne noise are reduced according the state of the art.
When noise is a significant hazard, there is need for a low-noise design. In this case, the methodology for
low-noise design given in EN ISO 11688-1:2009 shall be considered.
NOTE 1 EN ISO 11688-2:2000 gives useful information on noise generation mechanisms in machinery.
NOTE 2 Usually, noise is not a significant hazard for battery-powered trucks.
4.11.2 Main source of noise
On industrial trucks, the main sources of noise are components, such as the following, in a high-speed
operation mode:
— combustion engines, including air intake, cooling fan and exhaust system;
— hydraulic pumps/motors.
4.11.3 Measures to reduce noise at the operator’s position
Typical measures to reduce noise include:
— selection of low-noise components;
— use of elastic mountings that prevent the transmission of structure born noise from the components
to the structures;
— the use of improved noise insulation in the cabin, if fitted.
These and other measures of identical or better efficiency may be used.
4.11.4 Determination of noise emission values
The value of noise emission shall be measured using the test method given in EN 12053:2001+A1:2008.
4.12 Vibration

4.13.1 General
The requirements of prEN ISO 3691-1:2025, 4.7.7 shall apply except the reference to ISO/TS 3691-8 and
with the following modification:
When the truck is equipped with an operator restraint system as required in prEN ISO 3691-1:2025,
4.7.7, the engagement of the system shall be monitored when the truck is switched-on and in drive mode.
